About this file
This is a Claims and Requirements document from the Massachusetts Department of State Police governing evaluation and award procedures for Request for Quote (RFQ) F09 CLT09 SoCal Insignia April 2026 Order. The Department of State Police reserves the right to select quotes demonstrating best overall value, including proposed alternatives that align with procurement goals. The Department may negotiate changes to contract performance or cost elements with selected bidders to achieve lower costs or improved value compared to original quoted prices. Award decisions may be made on a whole-bid or individual item basis, depending on which approach provides the greatest value to the Commonwealth. The procurement requires strict adherence to submission deadlines, with no late bids accepted under any circumstances.
The document emphasizes the Department's discretion in evaluating proposals based on best value criteria rather than lowest price alone. Bidders should note that post-selection negotiations are permissible if they result in cost reductions or enhanced value propositions. The evaluation framework allows flexibility in award structure to optimize procurement outcomes for the state, enabling the Department to select individual line items from different bidders if doing so better serves Commonwealth interests.
