About this file

This is a Claims and Requirements Standard document for the Massachusetts Department of State Police related to a Request for Quote (RFQ) for Watch Caps and Shellaclava items (RFQ 93rd RTT F09 CLT09). The document outlines the procurement procedures and evaluation criteria that will govern the bidding process. The Department of State Police will select quotes demonstrating best overall value, and may negotiate changes to contract performance or costs with selected bidders to achieve more cost-effective solutions than originally proposed. The Department reserves the right to award bids either as a whole or on an individual item basis, whichever provides the best value to the Commonwealth. No late bids will be accepted under any circumstances.

The document establishes that the Department of State Police and any selected bidder may collaborate to modify elements of contract performance or pricing identified in the original RFQ or the bidder's quote if such modifications result in lower costs or improved value. The procurement permits flexibility in the award structure while maintaining a strict adherence to timeliness requirements for bid submissions, ensuring that all responsive bids are received by the established deadline.
