About this file
This is a claims and requirements document for the Massachusetts Department of State Police related to RFQ F09 CLT09 for Alternative Uniform procurement. The document outlines the Department's evaluation and award methodology for the quote process, establishing that selections will be made based on best value overall, with consideration given to proposed alternatives that align with procurement goals. The Department reserves the right to award bids in their entirety or on an individual item basis, whichever provides optimal value to the Commonwealth. The document specifies that no late bids will be accepted and that if a manufacturer and model are specified in the bid, no alternative products will be considered.
The document authorizes the Department and any selected bidder to negotiate modifications to contract performance elements or costs outlined in the original RFQ or the bidder's quote if such changes result in lower costs, improved cost-effectiveness, or enhanced overall value compared to the initial proposal. This provision allows flexibility in contract terms to achieve better outcomes for the Commonwealth while maintaining the competitive integrity of the procurement process.
