About this file

This is a Class Justification and Approval (CJ&A) document for use of other than full and open competition issued by the Department of the Navy, Naval Air Systems Command.

The Navy seeks to award a sole-source, fixed-price contract with options to Orbital Sciences Corporation (OSC) for the procurement of supplies and services supporting Full Rate Production (FRP) lots 11-17 of the GQM-163A Coyote Supersonic Sea-Skimming Target (SSST) system. The GQM-163A is a surface-launched aerial target system that emulates anti-ship cruise missiles for weapon system testing and evaluation. The contract scope includes target vehicles and related equipment, technical support services and supplies, technical and administrative data, mission kits, replenishment spares, and advance lead steel. The estimated contract value is redacted million with funding outlined in Appendix A, projected to be funded from President's Budget (PB) program levels supporting production quantities. The statutory authority for sole-source procurement is 10 U.S.C. 2304(c)(1), permitting award when only one responsible source can satisfy agency requirements.

The justification cites that OSC is the sole designer, developer, and manufacturer of the GQM-163A system with exclusive access to requisite knowledge, experience, noncommercial technical data, and software rights necessary to meet Government requirements on a timely basis. OSC was awarded the original competitive contract in June 2000. The Navy previously posted a Class Waiver of Defense Federal Acquisition Regulation Supplement (DFARS) PGI 206.302-1 Request for Information/Sources Sought on September 4, 2015, with a follow-on synopsis for FRP 14-17 posted September 7, 2016, yielding no responses. Fair and reasonable pricing will be established through negotiated FAR Subpart 15.4 actions with cost or pricing data substantiation. The Navy identified no other practicable source and plans to maximize future competition through subcontracting opportunities in accordance with FAR Part 15.
