About this file

This is a Request for Proposal (RFP) issued by the Town of Berlin, Connecticut, seeking qualified civil engineering and architectural firms to provide design and construction administration services for the repair of the Paper Goods Pond Dam. The dam, a stone masonry arch structure approximately 73 feet long with a maximum height of 30 feet, was assessed in 2025 as being in poor condition with multiple repair recommendations. The scope of services encompasses eight phases: desktop review and base mapping, detailed investigations and testing, preliminary design development, final design development, permitting coordination, bidding and award assistance, construction administration, and project closeout. An optional ninth phase includes grant application support. The RFP was released on April 28, 2026, with a deadline for submitting questions by May 21, 2026, and a proposal submission deadline of May 28, 2026, at 10:00 AM through the OpenGov Procurement Portal. The Town anticipates the contract to commence in June 2026, with no specified contract term or renewal options mentioned. No site visit or bidders conference is explicitly required, though proposers are encouraged to visit the site and familiarize themselves with project conditions.

Pricing will be submitted using the Town's electronic pricing table on a lump-sum basis for each of the eight base scope phases and the optional grant application support alternate. Proposers should identify any additional services or costs not included in the base scope. The Town requires vendors maintain professional liability insurance of not less than $1,000,000, general liability of $1,000,000 per occurrence, worker's compensation at statutory limits, and umbrella liability of $1,000,000. No specific funding source or budget amount is disclosed in the RFP. Eligible proposers must demonstrate three years of relevant experience in Connecticut performing similar services for municipal governments, maintain proper Connecticut licensure, possess a documented internal control environment, and maintain a business continuity plan. The Town reserves the right to reject all proposals, terminate the RFP at its discretion, conduct interviews with short-listed proposers, and award the contract based on factors beyond price including experience, references, service quality, and responsiveness. All proposals become the property of the Town and are subject to Connecticut Freedom of Information Act disclosure requirements.

Scope of Services

1. General

The scope of services is provided herewith as a general overview which may be expanded and further defined through negotiation. The successful bidder shall:

A. Provide industry standard or higher quality services while maintaining a focus on providing a cost-effective service to the Town.

1. All services provided shall reflect the most current versions of all relevant Federal, State, Municipal and Town codes, standards, regulations, and requirements.

B. Provide the highest quality customer service to the Town, not limited to, but particularly in the areas of reliability and billing.

The selected firm shall work with and cooperate with the Finance Department in rendering services pursuant to this RFP.

Reference the 2025 dam inspection report (attachment A) for full details on condition of the dam and repairs/remediations to be conducted.

2. Scope of Work

The phasing breakdown provided below is a guide and suggested framework, which coincides with the pricing table included with this RFP. It is understood that engineering firms may have their own process for dam evaluation, investigation, and design, and may want to accelerate certain activities based on findings as they proceed. Nothing prevents the selected firm from being flexible, and responders can offer and explain alternative approaches in their proposal. Along with the provided pricing table, please provide any separate or additional pricing information you identify as absent from this RFP and include it as an attachment with your proposal submission.

• Phase 1 – Desktop Review, Inspection, and Base Mapping o Along with an initial kickoff meeting with Town staff, this phase will include review of previous inspection reports, as-built and design drawings from previous projects, and any related documentation available from the Town or other sources. It is anticipated the selected consultant will retain or provide a wetland scientist to delineate regulatory wetlands so that the surveyor can pick up flag locations to document the various wetland boundaries on the base map. The wetland scientist will also produce a report sufficient for all subsequent permit applications. The initial site visit(s) should confirm relevant details of the recommendations from previous inspection reports, document additional deficiencies, identify site constraints, as well as coordinate the extent of the survey. The survey should include sufficient coverage and detail for all future design and permitting, at an A-2/T-2 level of accuracy, with benchmarks provided at reasonable intervals. The survey should include all available utility information within its limits. At the end of this phase, a base map suitable for use by in-house designers and outside consultants should be available.

Title: Civil Engineering Design and Construction Administration Services for Paper Goods Pond Dam Repair

• Phase 2 – Detailed Investigations, Evaluation, and Testing o This phase will include more detailed evaluations and testing by the consultant’s structural and geotechnical engineers, along with other services that may be needed such as underwater inspection/diving consultants, drilling subcontractors (for soil borings), or laboratory analysis (soil borings, concrete cores, sediment samples, etc.). Please indicate in your proposal the anticipated investigation and testing categories of your base scope, as well as related costs and anticipated additional services that could be needed due to unanticipated findings during Phases 1 and 2. The base scope for the respective fee on the pricing table for this phase should be clearly detailed in the proposal.

• Phase 3 – Design Development – Preliminary Design o Provide 60% level drawings and outline specifications for Town review o Prepare engineer’s cost estimate at this design level

• Phase 4 - Design Development – Final Design o Provide 100% level drawings and specifications for Town review o Prepare engineer’s cost estimate at this design level

• Phase 5 – Permitting o Coordinate and attend pre-application meetings with involved regulatory agencies o Prepare and submit all required permit applications o Respond to comments, and revise applications as needed o Attend agency meetings and public hearings (as required) o Forward approvals and permits to the Town as received

• Phase 6 – Bidding and Award o Develop bid package using Town front end sections via Open Gov o Include a qualifications section for contractors to complete o Coordinate and attend pre-bid meeting o Assist the Town in responding to bidder questions and preparing addenda o Assist the Town in bid analysis, and issue a letter of recommendation o Assist the Town in finalizing contract with the selected contractor

• Phase 7 – Construction Administration Services o Coordinate and lead preconstruction meeting

Title: Civil Engineering Design and Construction Administration Services for Paper Goods Pond Dam Repair o Review submittals and shop drawings o Respond to RFIs, and review PCOs and prepare COs for execution o Review and sign off on contractor payment requisitions o Conduct site inspections as needed during construction. Note that coordination with the contractor to identify “active” periods or critical inspections will be needed to assure a cost-effective approach to engineering inspection time.

o Document observations in periodic field reports.

o Assist in preparing the final reconciliation change order

• Phase 8 – Project Closeout o Prepare completion summary package with photos, field reports, and other project records o Provide as-built record drawings using information provided by the contractor and engineering staff

(pdf and CADD)

3. Add Alternate 1 -- Grant Application Support

A. Identify suitable grant opportunities

B. Assist the Town in preparing and submitting relevant grant application(s) using the available design documents and reports

C. Prepare additional supporting materials (renderings, design summaries, benefit-cost analyses, etc.) as needed.

D. Provide follow-ups to grant providers to respond to comments

4. Evaluation Criteria

The Town may elect to have the proposals evaluated by a committee as part of making a selection. If deemed necessary, the Town reserves the right to arrange for interviews/oral presentations as part of the selection process, which invitations for interviews may involve a short-listing of the proposals received.

If the proposer does not execute the Contract within ten (10) business days of the date of notification, unless extended by the Town, the Town may call any proposal security provided by the proposer and may enter into discussions with another proposer. The Town will post the Notice of Award on the e-Procurement Portal, https://procurement.opengov.com/portal/berlinct.
