About this file

This is a Request for Proposal (RFP) issued by the City of Beaverton, Oregon for citywide printing and mailing services. The City seeks qualified proposers to provide pre-press production, printing, carrier route mail preparation, and U.S. Postal Service delivery for approximately 6-8 citywide mailings annually, including a quarterly 16-page newsletter with inserts, postcards, folded flyers, and Voters' Pamphlet booklets. Each mailing will comprise approximately 66,000 copies plus 200-1,000 additional copies. The RFP was released on July 1, 2026, with a deadline for questions on July 13, 2026, and a proposal submission deadline of July 29, 2026 at 5:00 p.m. through the City's electronic portal. Printing, mail preparation, and delivery must be completed within 8-10 business days following final proof approval. Services are expected to commence on August 17, 2026, with work completion anticipated by August 17, 2027. The contract may be renewed for up to four additional one-year terms at the City's option.

The RFP does not specify a set contract price; instead, proposers must submit detailed cost proposals on the provided Cost Schedule form. No incumbent is identified, and there are no described set-asides. Evaluation will be weighted 20% on quality factors and 80% on price, with quality considerations including firm knowledge and experience (weighting factor 1), production timeline and mail preparation experience (weighting factor 2). The City is dedicated to increasing utilization of State of Oregon COBID-certified enterprises and has an aspirational goal of 15% utilization of these certified companies in its contracting activities. All proposers must obtain a City business license, provide an IRS Form W-9, comply with insurance requirements, and attest to compliance with Oregon tax laws and nondiscrimination provisions.
