About this file
This is a sewer atlas map document supporting a Request for Qualification issued by the City of Bradenton in partnership with the State of Florida Department of Environmental Protection for progressive design-build services related to Lift Station 8 relocation and collection system improvements in Manatee County, Florida. The project encompasses the relocation and replacement of Lift Station 8 at 1302 4th Avenue West, Bradenton, Florida 34205, including construction of an upsized lined wet well, installation of new pumps, upsized discharge piping, and all necessary electrical and instrumentation components. Pre-design and design services include hydraulic modeling and permitting, with comprehensive construction services to follow. A non-mandatory pre-proposal meeting is scheduled for March 18, 2026, at 2:00 p.m., with a question submission deadline of March 25, 2026, at 5:00 p.m. Proposals are due April 1, 2026, by 2:30 p.m., followed by an evaluation meeting on April 15, 2026, short-listed proposer presentations on April 28, 2026, a notice of recommended award anticipated April 29, 2026, and contract award expected May 27, 2026. The project completion target is July 1, 2027.
Qualified proposers must be either a Certified General Contractor or Certified Utility Contractor licensed by the State of Florida with at least one key personnel member holding a current Professional Engineer license from the Florida Board of Professional Engineers; preferred qualifications include demonstrated experience with at least three sanitary sewer lift station installation projects within the past ten years. Evaluation criteria are weighted as follows: ability of professional personnel (35 percent), proposer's past performance and experience (40 percent), and project approach including management techniques and timeline (25 percent). The project is funded through $2,000,000 in state funding under the Statewide Water Quality Restoration Projects appropriation with no match requirement from the City, allocated across preconstruction activities ($600,000), bidding and contractor selection ($50,000), project management ($350,000), and construction ($1,000,000), though construction costs cannot exceed $7,500,000. The contract operates under a cost reimbursement agreement structure with monthly invoicing for eligible expenses. All proposers must comply with Florida Statutes Chapter 287 procurement requirements, maintain specified insurance coverage with the City named as additional insured, comply with E-Verify requirements, and obtain state certifications including drug-free workplace and scrutinized companies certifications.
