City of Green Cove Springs - Parks Master Plan RFP Summary

This is a Request for Proposals (RFP) document issued by the City of Green Cove Springs, Florida for comprehensive master planning services for municipal parks and recreation facilities. The City seeks a qualified consultant to develop a master plan for six existing parks—Spring Park, Vera Francis Hall Park, Augusta Savage Friendship Park, Augusta Savage Arts and Community Center, Wildlife Corridor Trail, and Gustafson Regional Park—along with recommendations for new parks and recreation areas based on the City's Comprehensive Plan and growth projections. The scope of work encompasses project initiation and data collection, stakeholder and public engagement through at least two public meetings/workshops, concept development with alternatives analysis, phasing recommendations, and a final master plan document with conceptual layouts, renderings, and construction budget estimates. The master plan must be completed within five months of the notice to proceed and will serve as a roadmap for the City's 10-year capital improvement planning horizon, addressing maintenance needs, landscape improvements, facility planning, and funding opportunities. Proposals are due November 5, 2026 at 10:00 a.m. via the City's electronic procurement portal at https://procurement.opengov.com/portal/greencovesprings. The project timeline requires acknowledgment of all addenda, with inquiries to be submitted through the procurement portal by specified deadlines.

Evaluation of proposals will be weighted as follows: Professional Qualifications and Project Staffing (20 points), References (10 points), Methodology (20 points), and Price Proposal (50 points), with the price proposal based on a not-to-exceed cost structure that includes all direct and indirect costs, itemized hours by staff classification with standard billing rates, and estimates of additional expenses such as mileage and travel. The City reserves the right to negotiate with any qualified firm and will award the contract to the most responsible and responsive proposer whose proposal represents the best value to the City; cost will not be the sole determining factor. Successful proposers must provide proof of Professional Liability, Workers Compensation, General Liability, and Automobile Liability insurance with minimum coverage amounts specified, including a General Aggregate of $1,000,000 and Per Occurrence limits of $1,000,000. Additionally, vendors must submit completed compliance forms addressing public entity crimes, drug-free workplace certification, W-9 forms, Debarment and Suspension certifications, and acknowledgment of the City's Standard Addendum to all contracts. The City will pay invoices in accordance with the Local Government Prompt Payment Act and will not reimburse travel time to the contractor's offices, courier services, or most telecommunications costs; copying expenses are limited to $0.05 per page unless otherwise specified.
