Re: Asbestos Inspection – 911 Rixon Ave., Alton, IL 62002
Dear Ms. Little:
On August 3, 2026, EnviroLife Consulting (ELC) attempted to perform an asbestos inspection at the above location (Site) to identify the presence, condition, and amount of asbestos containing material
(ACM), prior to intended demolition. ACM is defined as any material containing more than one percent
(>1%) asbestos. This inspection was conducted pursuant to the National Emission Standards for
Hazardous Air Pollutants (NESHAP) Asbestos – 40 CFR 61, Subpart M.
SITE DESCRIPTION
Built in 1947, the Site is a one-story wood-framed residence with 980 square feet (27x36’), a Crawl
Space, and cinderblock foundation. The Site was found with severely fire damage, preventing safe and thorough access to the interior. The Site was too fire damaged to inspect thoroughly, pursuant to
NESHAP regulations, so this asbestos inspection was incomplete.
ASBESTOS FINDINGS
No bulk sampling or analysis was completed for this inspection; however, the Site was found with various suspect building materials, all of which should be presumed ACM. A thorough inspection of asbestos could not be completed, due to safety concerns and inadequate thoroughness (per NESHAP);
therefore, the following suspect building materials, among others, should be presumed ACM:
• Shingle Roofing
• Tarpaper Roofing
• Interior Walls (incinerated)
• Interior Flooring (incinerated)

REGULATORY SUMMARY
Asbestos is regulated by several agencies, including the U.S. Environmental Protection Agency (EPA), Illinois Department of Public Health (IDPH), and Occupational Safety & Health Administration (OSHA).
The EPA regulates asbestos under the Asbestos Hazard Emergency Response Act (AHERA) – 40 CFR 763 and the National Emission Standards for Hazardous Air Pollutants (NESHAP) – 40 CFR 61, Subpart M.
While AHERA regulations generally apply to schools (K-12), the NESHAP regulations apply to demolition and renovation of public/commercial facilities. IDPH regulated asbestos under the Asbestos Abatement for Public and Private Schools and Commercial and Public Buildings in Illinois (77 Ill. Adm. Code 855); the
Asbestos Abatement Act (105 ILCS 105); and the Commercial and Public Building Asbestos Abatement
Act (225 ILCS 207). OSHA regulates Asbestos in Construction (29 CFR 1926.1101) and Asbestos in
Industry (29 CFR 1910.1001). Below provides further details of EPA, IDPH, and OSHA regulations.
Federal asbestos NESHAP regulations require removal of Regulated ACM (RACM), prior to demolition, when found in combined amounts of at least 260 linear feet, 160 square feet, or 35 cubic feet. RACM includes (1) Friable ACM; (2) Category I Non-Friable ACM that has become friable or has or will be subjected to sanding, grinding, cutting, or abrading; and (3) Category II Non-Friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. Notification of these projects must be made to the Illinois Environmental Protection Agency (IEPA) at least ten (10) working days before the start of the asbestos removal and renovation/demolition. The notification must be accompanied with a $150 filing fee made payable to the IEPA. Additional information can be referenced at www.epa.state.il.us/air/asbestos.
State regulations require notification of asbestos abatement in commercial and public buildings to IDPH.
Notification of both Friable and Non-Friable asbestos abatement projects ranging in size from 3 square feet/3 linear feet to 160 square feet/260 linear feet to be performed in commercial/public buildings shall be made to IDPH at least two (2) working days before initiating the abatement. Work procedures and controls specified in 77 IAC 855.220(c) must be followed. Clearance air monitoring is required upon completion of final cleaning, inspection, and when all surfaces in the critical barriers are dry. Clearance air sampling shall be conducted by an air sampling professional. Results shall be less than or equal to
0.01 fibers per cubic centimeter (f/cc). The building owner shall give a copy of the test results to the contractor and retain a copy for its records for three (3) years. Additional information can be referenced at www.idph.state.il.us/envhealth/asbestos.htm.
OSHA asbestos rules apply to construction, alteration, repair, renovation, or demolition of structures, substrates, or portions that contain asbestos. Coverage under the OSHA standard is generally based on the nature of the work operation involving asbestos exposure. OSHA establishes a classification system for asbestos work that spells out mandatory, simple, technological work practices that employers must follow to reduce worker exposures. Disturbance of any presumed asbestos materials at the Site must be performed in accordance with the appropriate methods of compliance. Additional information can be referenced at www.osha.gov/SLTC/asbestos.
CONCLUSIONS & RECOMMENDATIONS
NESHAP regulations make a special provision for demolition of structures that are unsafe and in eminent danger of collapse, making them too dangerous to inspect or remove asbestos. A demolition order must be made by the City of Alton to allow ACM to remain in place during demolition, despite the presumed asbestos likely being present in amounts greater than the NESHAP thresholds.
NESHAP regulations require that ALL demolition debris be managed as asbestos waste. ALL demolition debris MUST BE adequately wetted to allow ZERO visible emissions during demolition, loading, transport, and disposal. All suspect building materials are presumed ACM. All asbestos waste must be placed into leak (dust/water) tight containers and transported for disposal at a licensed waste facility as friable asbestos contaminated waste. This is typically accomplished with lined trucks or roll-offs.
Any contractor who removes ACM at the Site must use appropriate work practices (e.g. wet methods), engineering controls (e.g. critical barriers), and personal protective equipment (PPE), pursuant to OSHA regulations. Additional references to OSHA regulations and interpretations may be required to ensure compliance with applicable safety standards during asbestos removal and/or demolition.
NOTIFICATION INSTRUCTIONS
A Notification of Demolition has been drafted and attached to this report. Please review all completed portions to ensure accuracy and complete any remaining portions of the notification. At least one (1) representative, trained in the applicable provisions of NESHAP, must be on site during demolition. Once completed, please submit the notification to the IEPA at least ten (10) working days prior to beginning any asbestos removal or demolition activities. A $150 filing fee to the IEPA is also required.
LIMITATIONS OF INSPECTION

Re: Asbestos Inspection – 515 Condit Ave., Alton, IL 62002
Dear Ms.
Built in 1949, the Site is a one-story wood-framed residence with 825 square feet (25x33’), an unfinished
Basement, and cinderblock foundation. The Site was found with severe structural damage, due to a large fallen tree, preventing safe access to the interior. The Site was too dangerous to inspect thoroughly, pursuant to NESHAP regulations, so this asbestos inspection was incomplete.
ASBESTOS FINDINGS
No bulk sampling or analysis was completed for this inspection; however, the Site was found with various suspect building materials, all of which should be presumed ACM. A thorough inspection of asbestos could not be completed, due to safety concerns; therefore, the following suspect building materials, among others, should be presumed ACM:
• Shingle Roofing
• Tarpaper Roofing
• Interior Drywall
• Interior Joint Compound
• Interior Flooring
City of Alton – Building & Zoning 515 Condit Ave.
