About this file
This document is a Competition Impracticable Procurement Authorization form from the Arizona State Procurement Office, involving the Arizona Department of Economic Security (ADES) - Child and Community Services Division (CCSD) and the Arizona Center for Afterschool Excellence (AzCASE). The procurement request is initiated by Jamie Zimmerman, Deputy Assistant Director, and seeks authorization for a direct contract with AzCASE.
The contract is for Accreditation Services for Arizona Out of School Time Providers, with a five-year term from 10/01/2025 through 09/30/2030 and an estimated total cost of $500,000.00. AzCASE is identified as the only Arizona-based organization providing dedicated accreditation services specifically for school-age out-of-school time programs. The services aim to support school-age programs in preparing, applying for, and maintaining Pathway to Accreditation through existing Arizona Quality Standards. The funding will help out-of-school time providers increase the quality of child care services by addressing a gap in accreditation support for school-age children's programs.

| Text11: Arizona Out-of-School Time Accreditation Services encourage and support school-age programs to prepare for, apply for, and to obtain and maintain the Pathway to Accreditation through implementation of the existing Arizona Quality Standards for Out-of-School Time Programs. These Statewide services include the development and implementation of professional development and technical assistance specific to out-of-school time programs and produce avenues for child care providers to receive support toward increasing the quality of child care services. |
The Child Care Technical Assistance Network (CCTAN), within the U.S. Department of Health and Human Services, Office of Child Care (OCC), provides guidance and resources for developing quality out-of-school time programs. Through links on the OCC website, out-of-school time programs are directed to state-affiliated agencies. The Arizona Center for Afterschool Excellence (AzCASE) is identified as the National Afterschool Association state affiliate for Arizona.
AzCASE currently stands as the only Arizona-based organization providing dedicated accreditation services specifically for school aged out-of-school time programs. While other organizations do offer accreditation, such organizations focus either on early childhood education programs (birth to age five (5), or on kindergarten through age twelve 12 (K-12) school-wide accreditation, leaving a gap in accreditation support specifically for programs catering to out-of-school time programming for school-age children. AzCASE’s specialized services address this need, ensuring that out-of-school time programs meet quality standards and provide a safe, engaging environment for children.
Text12: AzCASE is currently the only accrediting organization in Arizona with the history, foundation, experience, and expertise to provide accreditation, professional development, and technical assistance in out-of-school time programs. AzCASE’s specialized services ensure that out-of-school time programs meet quality standards and provide a safe, engaging environment for children. An estimated 2,000 Arizona child care providers have developed child care programs identified as out-of-school time programs and have expressed interest in securing accreditation status; however, funding to participate in the accreditation process is a barrier. This contract provides the funding necessary to become accredited and produces additional avenues for out-of-school time providers to increase the quality of child care services.
The Child and Community Services Division (CCSD) is requesting approval of a Competition Impracticable (CI) to issue a new direct contract to AzCASE to continue to support the building of a foundation necessary for a school-age quality rating system. AzCASE will continue to build the foundation necessary for a school-age quality rating system in Arizona that results in quality child care for school-age children.
It is in the best interest of the State to approve a CI and issue a new direct contract with AzCASE to ensure the continuation of out-of-school time program accreditation services. Since ADES is reimbursing AzCASE at their cost which is within the National Accreditation Commission (NAC), National Association for the Education of Young Children (NAEYC) and the National Early Childhood Program Accreditation (NECPA) standard market fees, the cost is determined to be fair and reasonable.
