About this file
This is a Scope of Work document for the City of Santa Rosa, California, detailing wastewater infrastructure rehabilitation services for fiscal years 2025-2027. The project encompasses the rehabilitation of approximately 19,060 linear feet of existing 6-inch to 15-inch diameter wastewater pipelines using cured-in-place pipe (CIPP) lining technology, along with the installation of a temporary sewage bypass pumps and piping system (above ground), implementation of safety measures, traffic control, and all associated appurtenant work. The scope also includes installation of service lateral connections (SLC) at selected locations throughout the project area and rehabilitation of 84 maintenance holes using polyurethane lining. The contract term spans three fiscal years from 2025 through 2027, with work anticipated to address critical sections of the city's wastewater collection system requiring non-destructive rehabilitation.
The project represents a significant infrastructure investment utilizing trenchless rehabilitation technology to minimize surface disruption and restoration costs. Contractors will be required to manage complex coordination requirements including temporary bypass systems to maintain service continuity during construction, comprehensive safety protocols for work in and around active wastewater infrastructure, and traffic management to address impacts on local roadways. The rehabilitation approach using CIPP lining and polyurethane maintenance hole coating provides extended service life for aging pipeline infrastructure while reducing the environmental and economic impacts associated with traditional excavation and replacement methods.

1. Introduction
1.1. Summary
The work includes the rehabilitation of an estimated 19,060 feet of the existing 6-inch to 15-inch wastewater pipelines with cured-in-place pipe (CIPP) lining, including installation of a temporary sewage bypass pumps and piping system (above ground), safety measures, traffic control, and all appurtenant work. The work also includes the installation of service lateral connections (SLC) at selected locations, as well as the rehabilitation of 84 maintenance holes with polyurethane lining.
1.2. Background
Due to the aging condition of the City's wastewater collection system, staff identified wastewater pipelines and maintenance holes that require cured-in-place pipe (CIPP) lining to prevent further deterioration. CIPP lining will help reduce groundwater inflow and infiltration, extend the service life of the collection system, and minimize the need for more costly repairs or replacements in the future.
