About this file
This is an addendum to a competitive solicitation issued by the City of Thousand Oaks, California, for wastewater pipe and maintenance hole relining services under Project CI 5532. The scope of work encompasses the rehabilitation of approximately 19,060 linear feet of existing 6-inch to 15-inch diameter wastewater pipelines using cured-in-place pipe (CIPP) lining technology, installation of temporary sewage bypass pumps and above-ground piping systems, implementation of safety measures and traffic control, installation of service lateral connections at selected locations, and rehabilitation of 84 maintenance holes using polyurethane lining. A mandatory pre-bid meeting is scheduled for July 22, 2026, at 10:30 a.m. at the Municipal Service Center, Conejo Room. The deadline for submitting questions is July 29, 2026, at 5:00 p.m., with proposals due electronically by August 5, 2026, at 3:30 p.m. via the City's OpenGov procurement portal. The contract term spans three fiscal years from 2025 through 2027. Project contact is Gareth Madrid, Engineering Assistant, and procurement contact is Andrew Becker, Purchasing Supervisor, both with the City of Thousand Oaks Public Works - Capital Improvement Program Department.
The engineer's estimate for this project is $2.7 million. Bid security requirements include a bid bond equal to 10 percent of the bid amount, which may be submitted electronically through Surety2000 or as a physical notarized bond, certified check, cashier's check, or cash delivered to the City Clerk Department prior to bid opening. Current condition assessment data, including closed-circuit television (CCTV) documentation of the wastewater pipelines, is available to bidders through a WinCan online portal. The project addresses the City's aging wastewater collection system infrastructure, with the rehabilitation work designed to reduce groundwater inflow and infiltration, extend the service life of existing pipelines and maintenance structures, and defer more costly repair or replacement activities.

1. Introduction
1.1. Summary
The work includes the rehabilitation of an estimated 19,060 feet of the existing 6-inch to 15-inch wastewater pipelines with cured-in-place pipe (CIPP) lining, including installation of a temporary sewage bypass pumps and piping system (above ground), safety measures, traffic control, and all appurtenant work. The work also includes the installation of service lateral connections (SLC) at selected locations, as well as the rehabilitation of 84 maintenance holes with polyurethane lining.
1.2. Background
Due to the aging condition of the City's wastewater collection system, staff identified wastewater pipelines and maintenance holes that require cured-in-place pipe (CIPP) lining to prevent further deterioration. CIPP lining will help reduce groundwater inflow and infiltration, extend the service life of the collection system, and minimize the need for more costly repairs or replacements in the future.
