I. INTRODUCTION

A. PURPOSE

The purpose of this Request for Proposals is to obtain sealed proposals from qualified firms to provide two integrated lines of service to the Christina School District. Component A of the contract is for comprehensive strategic communications, public relations, and related services. Component B is for the design and delivery of authentic career-pathway training in communications and media production

— for District students who are interested in those careers, and for District staff seeking professional development in communications skills.

It is the goal of this RFP to identify a single prime vendor capable of providing both components in an integrated way, in which the District’s actual communications work serves a dual purpose: to advance the District’s communications goals, and to provide authentic, career-grade learning opportunities for Christina students and staff.

BACKGROUND

Christina School District is one of Delaware’s largest public school districts, serving approximately 14,000 students across more than 30 schools and programs in the Newark, Christiana, and Bear areas, as well as schools in the City of Wilmington. The District serves a highly diverse student population, including a significant and growing number of multilingual families, and operates within a competitive open-enrollment and school-choice environment.

The District operates a range of career-tech and pathway programs that this contract is designed to support and extend the statewide career-tech framework. The District seeks a partner that can integrate professional-grade communications and media-production training into these existing structures and, where appropriate, help design new ones.

The District also seeks a partner that understands Delaware’s public-sector environment, has working relationships across the political and media landscape the District operates in, and is committed to the dual mission of strengthening District communications while building local talent capacity.

This RFP is issued pursuant to 29 Del. C. §§ 6981 and 6982.

1. COMPETITIVE SEALED PROPOSAL

It has been determined by the Christina School District, pursuant to Delaware Code Title 29, Chapter 6924 (a), that this solicitation be offered as a request for competitive sealed proposals because the use of competitive sealed bidding is not practical and/or not in the best interest of the District. The use of competitive sealed proposals is necessary to:

• Use a contract other than a fixed-price type; or

• Conduct oral or written discussions with vendors concerning technical and price aspects of their proposals; or

• Allow vendors an opportunity to revise their proposals through best and final offers; or

• Compare the different price, quality, and contractual factors of the proposals submitted; or

• Award a contract in which price is not the determining factor.

2. CONTRACT REQUIREMENTS

This contract will be issued to one prime vendor to provide the services described in the scope of services, organized into two integrated components. Component A covers professional communications and public-relations services for the District. Component B covers career-pathway training and professional development for students and staff.

3. AGENCY USE CONTRACT

Pursuant to 29 Del. C. § 6904(e) respectively, if no state contract exists for a certain good or service, covered agencies may procure that certain good or service under another agency's contract so long as the arrangement is agreeable to all parties. Agencies, other than covered agencies, may also procure such goods or services under another agency's contract when the arrangement is agreeable to all parties.

4. MULTIPLE SOURCE AWARD

The Agency reserves the right to award this contract to more than one vendor pursuant to 29 Del. C. § 6926. The basis for such selection shall be:

Criteria Weight

Firm experience, qualifications, capacity (Component A and Component B) 20%

Understanding of the District and proposed approach/methodology 20% Career pathway and training capability, curriculum and instructional design 20%

Account team and key personnel (both components) 10% Cost (retainer for Components A and B, plus rate card) 15% Public-sector / K-12 / Delaware experience 10% References and past performances 5%

TOTAL 100%

5. POTENTIAL CONTRACT OVERLAP

Vendors shall be advised that the District, at its sole discretion, shall retain the right to solicit for goods and/or services as required by its agencies and as it serves the best interest of the District. As needs are identified, there may exist instances where contract deliverables, and/or goods or services to be solicited and subsequently awarded, overlap previous awards. The District reserves the right to reject any or all bids in whole or in part, to make partial awards, to award to multiple vendors during the same period, to award by types, on a zone-by-zone basis or on an item-by-item or lump sum basis item by item, or lump sum total, whichever may be most advantageous to the Christina School District.

6. SUPPLEMENTAL SOLICITATION

The District reserves the right to advertise a supplemental solicitation during the term of the

Agreement if deemed in the best interest of the District.

7. CONTRACT PERIOD

Each Vendor’s contract shall be valid for a three (3) year contract term period beginning December 1, 2026. Each contract may be renewed for two (2) one (1) year periods through negotiation between the Vendor and Christina School District. Negotiation may be initiated no later than ninety (90) days prior to the termination of the current agreement. Renewal and continuation are contingent upon the availability of funds, satisfactory contractor performance, and approval by the Christina Board of Education. The District reserves the right to increase or decrease the scope based on available funds and District needs.

The District reserves the right to extend this contract on a month-to-month basis for a period of up to three months after the term of the full contract has been completed.

The following dates and milestones apply to this RFP and subsequent contract award. Vendors are advised that these dates and milestones are not absolute and may change due to unplanned events during the bid proposal and award process.

To ensure that written requests are received and answered in a timely manner, electronic mail (e-mail) correspondence is acceptable, but other forms of delivery, such as postal and courier services, can also be used.

E. CONTACT WITH STATE EMPLOYEE

Direct contact with Christina School District employees other than the Christina School District Designated Contact regarding this RFP is expressly prohibited without prior consent. Vendors directly contacting Christina School District employees risk elimination of their proposal from further consideration. Exceptions exist only for organizations currently doing business in the District who require contact in the normal course of doing that business.

II. SCOPE OF WORK

The District intends to award a contract to one prime vendor to provide the services described below, organized into two integrated components. Component A covers professional communications and public-relations services for the District. Component B covers career-pathway training and professional development for students and staff. Within each component, services are organized into Base Services, expected throughout the contract term, and Optional / As-Needed Services, which the District may procure at its discretion. Proposers shall clearly identify pricing assumptions for each category in their cost proposal (Appendix A). A full statement of work appears in Appendix B.

A. OVERVIEW

A. Component A — Communications Services Component A represents the core ongoing communications services anticipated throughout the contract term:

• Strategic communications counsel and planning — development and maintenance of an annual communications plan, message architecture, and ongoing advisory support to District leadership.

• Media relations — proactive press outreach, news release drafting, media list management, pitching positive District stories, coordinating interviews, and serving as a press-office resource.

• Crisis and emergency communications — a documented crisis-communications protocol, holding-statement and template development, rapid-response support, and on-call availability during emergencies, including defined response windows.

• Brand and reputation management — monitoring of media and social sentiment, brand-standards support, and proactive reputation strategy aligned to enrollment goals.

• Multilingual and community engagement — translation and culturally responsive outreach (Spanish first, then other prevalent home languages, including support for the District’s Chinese Immersion families), and engagement strategies for the District’s Newark, Bear, Christiana, and Wilmington communities.

• Digital and social media — strategy, content development, channel management support, and community-management guidance across the District’s platforms.

• Internal and staff communications — support for employee and stakeholder communications that reinforce consistent District messaging.

• Website content support — assistance with clear, accessible, and timely web content (coordinated with District web staff).

• Measurement and reporting — a monthly dashboard reporting reach, engagement, media tone/sentiment, and family communication metrics, with quarterly strategic reviews.

B. Component B — Career Pathway Development Component B represents the workforce-development and training services anticipated throughout the contract term. The vendor shall design and deliver authentic, career-grade learning opportunities that integrate with the District’s actual communications work and with existing CSD career-pathway programs.

Student-Facing Pathway Programming

• Pathway curriculum design and delivery — design of a multi-year communications and media-production pathway sequence for interested middle and high school students, with introductory, intermediate, and advanced units. Curriculum shall align with Delaware Pathways and Career and Technical Education (CTE) frameworks where applicable.

• Industry-led workshops — regular, hands-on workshops at District schools covering communications strategy, writing for media, video production, photography, audio and podcast production, graphic design, social media, and adjacent skills. The vendor’s working professionals shall deliver these workshops.

• Mentorship pairings — structured mentor pairings between vendor team members and interested students, with defined cadence (e.g., monthly meetings, defined annual hours), goals, and reporting.

• Job shadowing and externships — supervised opportunities for students to observe and participate in real client work at the vendor’s offices, with appropriate supervision and consistent with all student-safety and privacy requirements.

• Authentic project-based learning — designated portions of the District’s real communications work scoped as supervised student learning projects, allowing students to contribute meaningfully to District materials under professional mentorship.

• Portfolio development — individual support for students to build career-ready portfolios drawn from their pathway work.

• Integration with existing CSD programs — The vendor shall not duplicate or supplant existing District work; the vendor shall enhance and extend it.

• Annual student showcase — organization of an end-of-year showcase event at which student pathway participants present their work to families, the Board, and the broader community.

The Core Principle Authentic over simulated. The District’s actual communications work — a real press release, a real crisis statement, a real campaign — is the curriculum. Students learn by doing real work, supervised by professionals; staff learn by being coached on real assignments. The model only works if the work is real.

Optional / As-Needed Services Optional Services may be procured by the District on a project or as-needed basis at the rates established in Appendix A.

• Public-information and referendum-readiness campaigns — factual, informational public-education materials regarding District finances, operations, and any future referendum. All such work shall be strictly informational and non-advocacy, and shall comply with applicable Delaware law governing the use of public resources.

• Creative production — video, photography, and multimedia content. Where appropriate, optional creative production should incorporate supervised student participation as a Component B learning opportunity.

• Research — community surveys, polling, and focus groups.

• Special-event communications — communications support for District events, recognitions, and milestones.

• Print and collateral design — design and production coordination of printed materials.

• Equipment access for student pathway use — vendor-facilitated access to professional equipment

(cameras, audio gear, editing software licenses) for student pathway participants, scoped and priced separately.

• Expanded pathway capacity — if successful, expansion of the Component B pathway to additional schools, additional cohorts, or summer programming.

Key Personnel and Account Team

The proposal shall identify the named account lead for Component A, the named pathway/curriculum lead for Component B, and the core team who will service the District, including roles, relevant experience, and anticipated level of effort. The vendor shall demonstrate that the Component B lead has appropriate credentials and experience for working with students in a K-12 setting. Substitution of key personnel after award shall require prior written approval by the District.

Compliance and Safeguards The selected vendor shall comply with all applicable federal and state laws and District policies, including:

• The Family Educational Rights and Privacy Act (FERPA) and student-privacy protections;

• All applicable background-check, fingerprinting, and clearance requirements for adults working with students in Delaware, including any clearance under 14 Del. C. § 309 and 11 Del. C. § 8571;

• The Delaware Freedom of Information Act (29 Del. C. § 10001 et seq.);

• Accessibility standards for all digital content and instructional materials;

• Restrictions on the use of public funds for political advocacy;

• All District policies governing adult interactions with students, including supervision requirements during job shadows and externships.

The vendor shall safeguard all non-public District and student information, and shall maintain documented protocols for student interactions, communications, and project supervision.

Should vendor find discrepancies, omissions, unclear or ambiguous intent or meaning, or should any questions arise concerning this RFP, vendor shall notify the Christina School District’s Designated Contact, in writing, of such findings at least ten (10) days before the proposal opening. This will allow issuance of any necessary addenda. It will also help prevent the opening of a defective proposal and exposure of vendor’s proposal upon which award could not be made. All unresolved issues should be addressed in the proposal.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the Designated Contact, in writing, no later than ten (10) calendar days prior to the time set for opening of the proposals.

V. EXCEPTIONS

Bidders may elect to take minor exception to the terms and conditions of this RFP by completing

Attachment 3. Christina School District shall evaluate each exception according to the intent of the terms and conditions contained herein, but Christina School District must reject exceptions that do not conform to State bid law and/or create inequality in the treatment of bidders. Exceptions shall be considered only if they are submitted with the bid or before the date and time of the bid opening.

Exceptions must be submitted utilizing Attachment 3 to be considered. Exceptions listed elsewhere in the Vendor’s proposal will not be considered. Christina School District maintains sole discretion to reject any vendor exceptions that are submitted.

W. BUSINESS REFERENCES

The State of Delaware requires a new vendor to complete the registration process through the Delaware Supplier Portal at http://esupplier.erp.delaware.gov. Successful completion of this registration enables the creation of a State of Delaware supplier record. The Taxpayer ID (SSN or EIN) and Applicant (supplier) name are submitted to the Internal Revenue Service for “matching”. If the Taxpayer ID and name do not match, the vendor record cannot be approved.

It is the applicant’s responsibility to select the appropriate 1099 Withholding Type and Class. If incorporated, a business is not subject to 1099 reporting unless the business is providing legal or medical services.

Any questions about completing this registration or specific comments about the registration, please contact supplier maintenance by phone at 302-672-5000.

Y. SUBCONTRACTS

Subcontracting is permitted under this RFP and contract. However, every subcontractor shall be identified in the Proposal using Attachment 7.

Z. CONFIDENTIALITY

Subject to applicable law or the order of a court of competent jurisdiction to the contrary, all documents submitted as part of the vendor’s proposal will be treated as confidential during the evaluation process.

As such, vendor proposals will not be available for review by anyone other than the Christina School District/Proposal Evaluation Team or its designated agents. There shall be no disclosure of any vendor’s information until a fully executed contract is received unless such disclosure is required by law or by order of a court of competent jurisdiction.

The State of Delaware and its constituent agencies are required to comply with the State of Delaware Freedom of Information Act, 29 Del. C. § 10001, et seq. (“FOIA”). FOIA requires that the Christina School District’s records are public records (unless otherwise declared by FOIA or other law to be exempt from disclosure) and are subject to inspection and copying by any person upon a written request. Once fully executed contracts are received, the contents of all vendor proposals are subject to FOIA’s public disclosure obligations and exemptions.

The Christina School District wishes to create a business-friendly environment and procurement process.

As such, the District respects the vendor community’s desire to protect its intellectual property, trade secrets, and confidential business information (collectively referred to herein as “confidential business information”). Proposals must contain sufficient information to be evaluated. If a vendor feels that they cannot submit their proposal without including confidential business information, they must adhere to the following procedure or their proposal may be deemed unresponsive, may not be recommended for selection, and any applicable protection for the vendor’s confidential business information may be lost.

In order to allow the District to assess its ability to protect a vendor’s confidential business information, vendors will be permitted to designate appropriate portions of their proposal as confidential business information.

Vendor(s) may submit portions of a proposal considered to be confidential business information in a separate, sealed envelope labeled “Confidential Business Information” and include the specific RFP number. The envelope must contain a letter from the Vendor’s legal counsel describing the documents in the envelope, representing in good faith that the information in each document is not “public record” as defined by 29 Del. C. § 10002, and briefly stating the reasons that each document meets the said definitions.

Upon receipt of a proposal accompanied by such a separate, sealed envelope, the Christina School District will open the envelope to determine whether the procedure described above has been followed.

A vendor’s allegation as to its confidential business information shall not be binding on the District. The District shall independently determine the validity of any vendor designation as set forth in this section.

Any vendor submitting a proposal or using the procedures discussed herein expressly accepts the District’s absolute right and duty to independently assess the legal and factual validity of any information designated as confidential business information. Accordingly, Vendor(s) assume the risk that confidential business information included within a proposal may enter the public domain.
