About this file

This addendum to Request for Proposals (RFP) CHR26009 issued by Christina School District in Delaware provides clarifications and answers to vendor questions regarding the School Culture and Climate Staff contract. The District seeks to procure Hall Monitors, Time-Out Monitors, and In-School Suspension Staff services with an anticipated need of approximately one position per school, operating 5-7 hours per student day for the duration of one school year. The deadline for questions was April 22, 2026 at 12:00 noon EST, with written answers posted May 6, 2026, and proposals due May 20, 2026 at 2:00 PM EST. Contract award is estimated by June 30, 2026, with the contract term beginning July 1, 2026 for three years plus two optional one-year renewal periods. Vendor staff will have access to email, Google platform, and read-only access to student information systems including Infinite Campus, IEP Data Service Center, and Schoology, along with general school supplies and computer access as needed. The District will manage all student health information and records, provide access and assistance to documentation platforms, and indicate days when vendor staff may participate in professional learning beyond regular student days.

Pricing is submitted on an hourly rate basis as the all-inclusive cost per employee, with incumbent vendors currently providing services at rates ranging from $28.50 to $47.90 per hour. The four incumbent vendors are A Friend of the Family, Aveanna Staffing Services, Delta T Group, and Positive Directions, with positions currently 90-100 percent filled. The approved annual budget for this program is $1,500,000.00, and historical usage ranges from approximately 925 to 1,295 contracted staff hours. Schools historically select their preferred vendors, and assignments will continue to be distributed through school selection. The District indicated satisfaction with current incumbent suppliers and reserves the right to award the contract to multiple vendors. Vendors must provide weekly monitoring and supervision of hired staff, maintain regular contact with school teams, track service delivery metrics co-created with the District, and provide monthly documentation and quarterly subcontracting reports.
