About this file

This document is a Sole Source Justification Form submitted by the Illinois State Board of Education (ISBE) to sole source an online software subscription for JobsEQ to ISBE and school districts with Career and Technical Education (CTE) programs. The software will assist with Perkins V comprehensive local needs assessments, aligning CTE programs to regional in-demand sectors, curriculum planning, and helping students find in-demand, high-wage jobs. The initial term is valued at $132,750. The justification cites that the JobsEQ software and its patented analytics are only available from the sole source vendor, Chmura Economics and Analytics. ISBE negotiated a discounted package, including a state license for ISBE and a site license for school districts. This sole source award will obligate the state to the vendor for future purchases such as maintenance and licensing.

1. Provide a detailed explanation of the need for the supplies or services:

Districts have to do a needs assessment to determine what career pathways they will be offering. This tool will be important for their work and reduce the burden on districts. JobsEQ provides an online access to industries (2-digit to 6-digit), occupations (2-digit to 6-digit), live job ads data, skills, clusters, degrees, demographics, reports and much more.

2. Provide a list and describe in detail the specifications required to satisfy the need:

Reports of the in-demand industry sectors at the local, regional and state levels. Chmura has developed and created an off-the-shelf report within the JobsEQ software to assist with the comprehensive local needs assessment. This is called the PERKINS V report.

Requesting Agency/University Illinois State Board of Education

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

See the attached sole source document. The JobsEQ suite was created and is distributed solely by Chmura. The following analytics contained in the software are protected by U.S. Patents: Willing & Able, Real Time Intelligence (RTI, job postings data), Career Ladder Maps, Supply & Demand (Skill Gaps, Occupation Gaps, Award Gaps), and What-If. These patented products make JobsEQ® unique and non-obvious.

In addition to the attached document information, they are also providing Perkins V reports for districts for their comprehensive local needs assessment and alignment. This Perkins V report is an off-the-shelf report and can be downloaded/exported. It is unique to Chmura's JobsEQ. There are over 30 different analytics, or tools, in the software to assist with aligning programs and curriculum, helping students find in-demand, high wage jobs, looking into local demand from employers, and more.

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

There will be a significant delay in being able to offer this type of service for the school districts.
