About this file

This Request for Information (RFI) is issued by the County of Orange Social Services Agency (SSA), Children and Family Services Division, to determine organizational capacity and interest in providing child abuse medical services. The RFI seeks information from private organizations, agencies, and public institutions of higher education capable of delivering comprehensive child abuse medical services to children birth through 17 years old, as well as adults with developmental delays or disabilities. Services include forensic and medical examinations, consultations, assessments and diagnoses by board-certified child abuse pediatricians, court testimony for prosecuted cases, and education and training on child abuse and neglect risks and signs for healthcare providers, community providers, mandated reporters, and the public. The SSA operates a Child Abuse Services Team (CAST) that establishes multi-disciplinary teams to facilitate information sharing and effective delivery of child protective services in collaboration with social services, law enforcement, deputy district attorneys, medical providers, and therapists. Responses to this RFI must be submitted no later than February 6, 2026, at 4:00 p.m. through OpenGov.com. Questions should be submitted through the same platform directed to the County of Orange Social Services Agency Contracts and Procurement Services, Reference RFI #063-26010787-AH.

This RFI does not constitute a formal Request for Proposals or commit the County to contract for services. The County will not reimburse respondents for information or administrative costs incurred in responding to the RFI. Pending RFI results, the County may negotiate a contract, issue a solicitation, or take no further action. All responses become the property of the County of Orange and may be incorporated into future solicitations or contracts. Responses may be subject to disclosure under the California Public Records Act, though respondents may mark portions as trade secret, confidential, or proprietary under California Government Code Section 6250 et seq. The County assumes no liability for disclosure of marked materials if required by law or court order.

REQUEST FOR INFORMATION

CHILD ABUSE MEDICAL SERVICES

RFI #063-26010787-AH

The purpose of this Request for Information (RFI) is to determine the extent of interest from private organizations/agencies and/or public institutions of higher education in providing Child Abuse Medical Services, as described in this RFI.

Social Services Agency (SSA) Children and Family Services Division provides Child Abuse Medical Services with a multi-disciplinary approach to address alleged cases of child abuse and offer forensic and medical examinations, consultations and expert witness testimony on child abuse and neglect cases. Services are extended to children birth through 17 years old as well as for adults who have developmental delays or disabilities and cannot be served adequately by adult programs. Service elements within child abuse medical services also include medical consultation, physician oversight, assessments and diagnoses by a board-certified child abuse pediatrician, court testimony for prosecuted cases, and education and training on the risks and signs of child abuse and neglect for healthcare providers, community providers, mandated reporters and the public.

As mandated by the State, Child Abuse Medical Services supports the Child Abuse Services Team (CAST), which establishes multi-disciplinary teams to facilitate the sharing of relevant information for the effective delivery of child protective services. CAST collaborates with social services, law enforcement, deputy district attorneys, medical providers and therapists to address child abuse and neglect cases. Medical evaluations conducted within CAST focus on supporting evaluations of child sexual abuse when the child is in a stable medical condition.

To address these service delivery needs, the County is seeking Providers who possess the necessary training and experience working with children, medical staff and community stakeholders as identified in Attachment A, as well as the public.

See Attachment A for Scope of Work.

SSA is seeking information from community organizations that are interested in providing the services described in Attachment A. SSA is also open to receiving information about other service delivery models that will meet the proposed needs of this population.

Questions pertaining to this RFI #063-26010787-AH are to be submitted through OpenGov.com.
