About this file
This is a Request for Information (RFI) issued by the County of Orange Social Services Agency, specifically the Children and Family Services Division, to assess interest and capacity among private organizations, agencies, and public institutions of higher education in providing Child Abuse Medical Services. The RFI seeks to identify providers capable of delivering a comprehensive scope of services including forensic and medical examinations, consultations, and expert witness testimony for alleged child abuse and neglect cases affecting children from birth through 17 years old, as well as adults with developmental delays or disabilities. Services encompass medical consultation, physician oversight, assessments and diagnoses by board-certified child abuse pediatricians, court testimony, and education and training on child abuse and neglect recognition for healthcare providers, community providers, mandated reporters, and the public. The County emphasizes support for the Child Abuse Services Team (CAST), a multi-disciplinary collaborative effort involving social services, law enforcement, deputy district attorneys, medical providers, and therapists. Responses to the RFI are due by February 6, 2026, at 4:00 p.m., submitted through OpenGov.com. No bidder's conference, site visits, or specific award dates are referenced in this preliminary information-gathering phase.
The RFI does not constitute a commitment to issue a formal Request for Proposals (RFP) or to contract for services, and the County will not reimburse respondents for information gathering or administrative costs incurred. Pending RFI results, the County may proceed with contract negotiations, issue a solicitation, or take no further action. All responses become the property of the County of Orange and may be incorporated into future solicitations or contracts. Responses may be subject to disclosure under the California Public Records Act, though respondents may designate portions as trade secret, confidential, or proprietary under California Government Code Section 6250 et seq. The RFI does not identify specific funding amounts, sources, pricing terms, or set-asides. No incumbent contractor information is provided in this preliminary phase.

REQUEST FOR INFORMATION
CHILD ABUSE MEDICAL SERVICES
RFI #063-26010787-AH
The purpose of this Request for Information (RFI) is to determine the extent of interest from private organizations/agencies and/or public institutions of higher education in providing Child Abuse
Medical Services, as described in this RFI.
Social Services Agency (SSA) Children and Family Services Division provides Child Abuse
Medical Services with a multi-disciplinary approach to address alleged cases of child abuse and offer forensic and medical examinations, consultations and expert witness testimony on child abuse and neglect cases. Services are extended to children birth through 17 years old as well as for adults who have developmental delays or disabilities and cannot be served adequately by adult programs. Service elements within child abuse medical services also include medical consultation, physician oversight, assessments and diagnoses by a board-certified child abuse pediatrician, court testimony for prosecuted cases, and education and training on the risks and signs of child abuse and neglect for healthcare providers, community providers, mandated reporters and the public.
As mandated by the State, Child Abuse Medical Services supports the Child Abuse Services Team
(CAST), which establishes multi-disciplinary teams to facilitate the sharing of relevant information for the effective delivery of child protective services. CAST collaborates with social services, law enforcement, deputy district attorneys, medical providers and therapists to address child abuse and neglect cases. Medical evaluations conducted within CAST focus on supporting evaluations of child sexual abuse when the child is in a stable medical condition.
To address these service delivery needs, the County is seeking Providers who possess the necessary training and experience working with children, medical staff and community stakeholders as identified in Attachment A, as well as the public.
See Attachment A for Scope of Work.
SSA is seeking information from community organizations that are interested in providing the services described in Attachment A. SSA is also open to receiving information about other service delivery models that will meet the proposed needs of this population.
