About this file
This is an Award Recommendation Synopsis from the Michigan Department of Treasury regarding Request for Proposal (RFP) 190000002396 for the manufacturing of State Treasurer's checks. The RFP solicited responses for a contractor to manufacture checks in various formats and specifications for state use. The RFP was posted on SIGMA VSS on June 3, 2019, with a proposal due date of July 1, 2019. Two bidders submitted proposals: CompleteSource Inc. of Grand Rapids, Michigan, and RR Donnelley of Madison Heights, Michigan. The contract term is three years with up to two one-year renewal options. The evaluation committee assessed proposals based on Statement of Work Responses (60% weight), Prior Experience (25% weight), and Staffing qualifications (15% weight). CompleteSource achieved a technical score of 97 out of 100 and was determined to be responsive and responsible, while RR Donnelley scored 74 out of 100 and was deemed non-responsive due to critical deficiencies, including inability to imprint the W-1003 manual checks as required.
The Department of Treasury recommended an award to CompleteSource Inc. in the amount of $1,200,000, pending State Administrative Board approval. CompleteSource's pricing includes manufacturing of continuous laser warrants (W-1000) at an estimated annual quantity of 2,880,000 units for $103,622, cut sheet laser checks (W-1001) at 60,000 units annually for $5,965, test check quantities, storage at $0.48 per carton monthly, and base stock production for W-1003 and W-1004 checks with imprinting and production costs scaled by quantity. CompleteSource offered the best value proposition, as it was the only bidder to fully meet all RFP requirements, including compliance with the State Printing Act and prevailing wage requirements. No set-asides were noted, and neither bidder was identified as service-disabled veteran-owned. Bidders not recommended for award may request a debriefing session with the Solicitation Manager, Adam Zanetti.
