1 | PROJECT OVERVIEW
1-A Introduction
The U.S. General Services Administration (GSA), Public Buildings Service (PBS) plans to design and construct a New U.S. Courthouse for Chattanooga, Tennessee.
The existing Joel W. Solomon Federal Building and U.S. Courthouse, which was constructed in
1931, is a four-story (plus basement and penthouse) building, is government-owned, houses multiple government agencies and is approximately 167,747 gross square feet in size. The general function of the building is to provide courtrooms, office, storage, data processing, and mail processing space for the U. S. Courts and the U.S. Postal Service. The existing Facility will not meet the future Judiciary requirements which are based upon a 10-year programming projection (year
2031) and for a planned expansion to meet 30-year programming projection requirements (year
2051) which are outlined in the following documents:
• AnyCourt Document - 3/13/2019
• USMS Facility Plan - 10/19/2020
• USAO Space Requirements - 4/8/2019
• GSA Space Requirements - 3/22/2019
• Parking Summary Matrix - 12/17/2019
• U.S. Trustee Design Guide - 6/15/2020
This Program of Requirements (POR) shall identify, quantify, and qualify all courtrooms, judges’ chambers and suites, personnel workstations, courtroom and office support spaces, storage spaces, public spaces, special spaces, and enclosed parking spaces within the proposed new facility.
The required square footages and associated programmatic data shall serve as a planning and analysis tool for the determination of space allocations, adjacency requirements, and the definition of special architectural infrastructure requirements.
1. The New U.S. Courthouse will provide an initial build-out of spaces to meet requirements of the 10-year plan for the U.S. District Court, U.S. Bankruptcy Court, U.S. Probation / Pretrial, U.S.
Attorney Trial Prep, U.S. Trustees, Congressional office space, GSA, and the U.S. Marshals Service and should address how the building and site will meet projected requirements through the 30-year requirements.
2. The total Gross Square Footage (GSF) for the New U.S. Courthouse was established at a maximum of 172,478 GSF. The maximum GSF for the 40 programmed secure enclosed parking spaces was established at 18,000 GSF. The “Total Gross Area Including Enclosed Parking” was established as a maximum 190,478 GSF, per the November 2023 Program Requirements Summary Table.
3. This Program of Requirements defines the final total Gross Area Square Footage for the Courthouse in the Overview of Program of Requirements.
1-B Project Type
The new U.S. Courthouse is a prospectus-level New Construction project, as further defined in the
Facilities Standards for the Public Buildings Service (PBS P100), 1-C Project Goals
1. Create a facility that becomes a respected landmark.
2. Invest in the community through civic architecture and pedestrian activity.
3. Provide a safe, productive, and attractive space for employees and visitors.
4. Provide the best value to GSA’s customer agencies and the American taxpayer.
5. Complete the design and construction in an efficient and effective manner - keep the project on time and on budget.
6. Maximize the project’s contributions to environmental sustainability and to national energy goals.
7. Create a secure building that functions well for both the interior and exterior environment.
8. Design a facility that reflects and identifies justice, stability, and the independence of the third branch of government.
9. Design a building with materials and finishes befitting the dignity of the court, while maintaining durability and maintainability in accordance with the PBS P100 and the United States Courts Design Guide (USCDG)
1-D Project Objectives
1. Meet the functional requirements of all facility users, with specific attention paid to security, circulation, plan organization, adjacencies, workplace excellence and spatial issues.
2. Deliver all work within the Congressionally authorized budget.
3. Deliver the project on time.
4. Meet all applicable federal energy and resource conservation goals including LEED Gold certification, SITES Silver certification, and Net Zero Ready project requirements.
5. Meet all security requirements.
6. Mitigate potential risks of property damage or loss due to flood.
7. Meet established environmental goals.
1-E Project Delivery Approach
This project is to be accomplished using the Design by AE team and Construction by the
Construction Manager as Constructor (CMc)delivery method.
1-F Federal Court System in Chattanooga
The following is an abbreviated version of an overview of the Federal Court System from the 2007
Version of the U.S. Courts Design Guide. This overview is limited to those court components resident in Chattanooga:
“As established by the Constitution, the federal courts constitute one of three coequal branches of our national government. U.S. Supreme Court justices, circuit judges, and district court judges are appointed to office by the President, with the approval of the Senate.
Types of Federal Courts
Article III of the Constitution provides for a Supreme Court and whatever other federal courts
Congress considers necessary.
Trial Courts
Congress divided the country into 94 federal judicial districts, each with its own USDC. The USDCs are the federal trial courts, where cases are tried, witnesses testify, and juries serve. In the federal trial courts, broadest judicial responsibility is given to district judges.
District judges conduct a wide range of judicial proceedings, including hearings, bench trials, and jury trials. Proceedings occur in both civil and criminal cases. Only district judges are authorized to conduct major criminal trials. Generally, one trial courtroom is required for each district judgeship.
Magistrate and bankruptcy judges assist district judges by conducting some of the proceedings in the federal trial courts. Both are appointed by circuit and district judges and serve for a set number of years. Magistrate judges exercise jurisdiction in a narrower range of cases than district judges, as determined by statute and a delegation of authority from district judges. Magistrate judges hear preliminary matters in criminal cases and try minor criminal cases. Under certain circumstances, magistrate judges may conduct the full range of proceedings in civil cases, up to and including jury trials.
Bankruptcy judges have authority under federal bankruptcy law to act over all matters involving debtor-creditor relationships. Bankruptcy judges conduct a variety of civil hearings and, in very limited circumstances, may conduct civil jury trials.
Administration of the Federal Courts
Federal judges, as members of the judicial branch of government, are responsible for the efficient operation of the federal courts. Day-to-day administration in the circuits and districts is the responsibility of chief judges; however, within the broad parameters of established policies, federal judges have a considerable degree of independence concerning the operation of their respective courts.”
Note: The following adjacency diagram is intended only as an illustration.
1-G Courthouse Zoning and Building Circulation
The following is an abbreviated version of an overview of general organizational relationships from the 2021 Version of the U.S. Courts Design Guide.
“Courthouses are unique buildings that require special circulation provisions. Courthouses are typically organized into five distinct zones that collocate areas of similar activity, operational need, and access requirements.
Public
The public circulation zone provides access from main building entrances to the functional areas of the building. This zone includes all areas of the building used by the general public, attorneys, clients, witnesses, and jurors. It includes but is not limited to such areas as the main lobby, corridors accessing departmental spaces that interface with the public, public elevators and escalators, public restrooms, court library, pro se areas, waiting areas, snack bars, clerk of court counters, and reception areas. Any member of the community with business in the courthouse would utilize the public circulation zone.
Restricted
The restricted circulation zone provides controlled access to particular courthouse users.
Restricted circulation is not typically used by the general public or legal community unless they are escorted by approved court personnel. The restricted circulation zone is intended to safely facilitate the movement of judges and other approved court personnel between chambers, courtrooms, and sometimes departmental areas. It may also be used to facilitate the movement of jurors between courtrooms and jury deliberation rooms. This prevents jurors from interacting with witnesses or the general public during proceedings. Restricted circulation typically connects court and chambers areas to secure or restricted parking facilities and includes dedicated restricted elevators.
Secure
The secure circulation zone provides for the movement of defendants in custody. Access to this building zone is through a secure vehicular or pedestrian sally port. Defendants in custody may be taken to a secure central holding area and then escorted to courtrooms as needed. Circulation from the central holding area to the individual courtrooms is accommodated using dedicated, secure elevators to holding areas located adjacent to the courtrooms. The USMS maintains control of the secure circulation zone.
Interface
In a modern court facility, the only time public, restricted, and secure circulation zones interface is within the courtroom or hearing room.
Service
The service zone includes all the spaces that serve as support areas for the courthouse, including but not limited to loading docks, recycling areas, storage areas, building systems spaces, and building maintenance areas. Establishing a clear circulation and zoning approach is key to developing an efficient courthouse plan. In addition to court units, courthouses may also house other federal government agencies. The team should review and optimize adjacencies between the courts and other government agencies to be located in the building and clearly define parameters for interface in the circulation zones.”
The following is a typical diagram of a multilevel courthouse.
Note: The above diagram is intended only as an illustration.

Narrative:
The group of private offices provided for the judge and his or her personal staff is referred to as the judge's chambers or judicial suite. Personal staff will typically include two term law clerks and a career law clerk. The judges' chambers must accommodate meetings and conferences with staff and attorneys, legal research and study, preparation and review of case files, preparation of opinions, storage of case files, informal hearings, reception, and screening of visitors.
Chambers shall be accessed through restricted circulation. The entrance to chambers shall be near the judge’s entrance to the courtroom. The AE Team shall explore options for a secondary entrance to chambers so the judge may exit his or her chambers without going through the reception area. Chambers shall have access to natural light and views. Sound isolation / transmission is of crucial importance. The finishes in Chambers shall be high quality. The space is a high priority for the Court. District chambers shall be similar to the greatest extent possible.
Chambers or the Judicial Suite shall consist of the following:
Reception
The reception area shall accommodate soft seating for 5 people. The reception area will not be staffed. The reception area shall have access to the Judge's Office and to a workroom. While access to natural light and views are not required, the quality of the finishes shall be high (wood veneer wainscot). The AE Team shall explore options for the wood allotted to wainscot. The room shall be observable from the Career law clerk’s office and may serve as a pathway to the Judge's and Clerks' Offices.
Breakroom / Workroom
The breakroom / workroom shall contain a service unit with accommodations for a refrigerator with automatic icemaker, microwave, coffee pot, break tables, chairs, soft seating, file/storage cabinets and copier. If possible, the area shall have access to natural light. Access to the law clerk’s offices may be through or off the breakroom. The break room, if possible, shall not be adjacent to the Judge’s Office. Since the Court Deputy is stationed in the Clerk’s Office there shall not be an office for the Court Deputy but a touchdown space.
Storage/Coat Closet:
The Judge’s Storage/Coat Closet shall open into the Chambers Office. The AE Team shall study options for putting the area of the coat closet adjacent to the Judges Toilet area to serve as a robing area.
Law Clerk’s Offices:
The law clerk’s office shall have direct access to natural light and views. The entrance to the law clerk’s offices may be through or off the break / workroom. The offices shall be equipped with a desk with return and credenza, task chair and two guest chairs (NIC). The career law clerk’s office shall be larger than the term clerk’s office. Sound attenuation/isolation is of high importance for the law clerk’s offices. Two law clerks’ offices shall be equipped with an A-Phone for monitoring and releasing the door into the restricted corridor and chambers. All law clerks’ offices shall be equipped with the necessary infrastructure to accommodate an A-Phone.
Judge’s Office & Conference Room
The architect/designer shall manipulate scale, balance, order, geometry, and color to synergize and evoke an appropriately dignified sense of the federal court system in the observer upon entering the judge’s office. The Office and Conference room shall be a single rectilinear space.
The District Judges request the conference room area be added to their office to create one large space. The office shall have access to natural light and prime views. The geometry of the room shall be rectangular. Access to the judge’s office shall be beyond the reception area if possible. If possible, a secondary means of ingress/egress shall be provided. The room will be furnished with a desk, credenza, task chairs, guest chairs, soft seating and conference table and chairs (NIC). The finishes in the judge’s office shall be high quality. All Judges request wood flooring in their offices/conference rooms which will result in an RWA. The room shall be acoustically insulated to meet the requirements outlined in the USCDG and P100. The motion sensor shall not turn off the lights. Power shall not be controlled. The Judge shall have the ability to set their thermostat.
The Court’s Design Guidelines provide for a wood wainscot throughout the Judge’s Office. The judges request that the AE Team provide alternatives/options for the millwork allotted to their chambers. The designer shall also explore options for the built-in bookcases provided in the
Court’s Design Guidelines. The Judges' offices shall have wood flooring which will result in an
RWA.
Judges Toilet
A toilet shall be adjacent to the judges’ office and shall be accessible only from the judge’s office. The toilet shall be capable of accommodating ABA requirements. The entry to the judge’s toilet shall not diminish the formality of the office.
Supporting Information:
• Collegial chambers will not be utilized for this District.
• Natural daylighting shall be a preference to be considered for the Judge’s Chambers and offices. If natural daylight is included, provide window treatments. Motorized shades are not included in the project budget, If motorized shades are provided, this cost is provided by RWA.
Law Clerks to have separate offices in lieu of cubicles.
• Judge to have separate toilet room from staff. No showers in Judge’s Chambers.
• Judge to have direct access from Chambers to Courtroom bench through a restricted corridor.
• Wi-Fi infrastructure shall be installed at all spaces including the Courtroom and administrative office spaces.
• Controllability of the HVAC systems for the Courtroom and the Judges’ Chambers Office shall be a critical design feature.
• Configuration of Judge’s Chambers should consider limiting site lines from adjacent properties and buildings to eliminate ballistic strikes at senior level personnel.
• Chambers shall not be on the ground level or any level accessible by an unscreened pedestrian from the outside.

3-B District Judge Courtroom, Associated Spaces & Jury
Facilities
The United States district courts are the trial courts of the federal court system. Within limits set by
Congress and the Constitution, district courts have jurisdiction to hear nearly all categories of federal civil and criminal cases. The courtroom is the focal point of courthouse activity and provides an impartial setting for conducting legal proceedings. As such the courtroom shall be designed to invoke an appropriately dignified sense and gravitas of the federal court system. The courtroom design shall facilitate the activities of the Court.
The Courtroom complex has three components:
1. Waiting, Entrance and Attorney-Witness Rooms
The design of the courtroom waiting area shall be an extension of the building lobby and public circulation. The area shall have millwork or furniture seating (NIC) for people waiting to access the courtroom. The finishes and detailing shall be high quality and durable.
The Sound Lock/Entrance shall provide a sound barrier between the courtroom and public circulation. The finishes shall be like the courtroom. Two Attorney-Witness Rooms shall be accessed directly from the Sound Lock. The Attorney-Witness Rooms shall be furnished with a conference table and chairs (NIC). The finishes for these rooms shall be like the Courtroom.
2. Support Rooms, Storage and Technology Rooms
The Support Rooms may be located off the secure circulation around the Courtroom. The entrance to the storage rooms shall not detract from the function or appearance of the courtroom. The rooms shall be furnished with storage cabinets, (shelving and lateral files NIC). The finishes in the rooms may be utilitarian.
3. The Courtroom
As the focal point of the Courthouse, the Courtrooms shall be designed to create an appropriately dignified sense of the federal court system. The A/E team will explore design elements that pay tribute to the Solomon Building. The room shall include the following:
Gallery
The gallery shall have seating for court spectators. The seating shall consist of permanent millwork benches. Courtroom Audio Visual technology design shall include spectators in gallery.
Courtroom Well
Separating the gallery from the well will be a physical barrier. If swinging doors are used, they must be silent and not subject to reoccurring adjustments. Fixed but easily removable decorative stanchions and velvet ropes shall be studied by the AE Team as an option for this barrier in the
Ceremonial Courtroom only. The well shall be occupied by prosecution and defense attorneys, defendants, probation officer, interpreter, and security officer. The prosecution and defense will be furnished with attorney tables and a lectern. The attorney tables shall have power and data for computers, and microphones. The lectern shall be furnished with power and data for a computer, and devices for evidence presentation. The Well shall be on raised access flooring.
Attorney tables and lectern are part of the courtroom, and the design of these items shall be integrated into the overall design of the space by the AE.
Jury Box
The jury box shall accommodate 14 jurors in the district courtrooms and 18 jurors in the ceremonial courtroom. Fixed jury chairs are part of the project scope. Courtroom Audio Visual technology design shall be designed around the specific jury box layout. A door near the jury box shall lead to the restricted circulation corridor. Access to the jury deliberation suite shall be reasonably near this door but not necessarily adjacent. At least one level of the Jury box shall be above the level of the Well. The jurors shall not have a view of monitors on the attorney tables.
Witness Stand
The Witness stand shall be observable from the bench, law clerk’s station, jury box, court reporter’s station, lectern, and attorney tables. The witness stand shall be millwork and furnished with a chair. The witness stand shall be equipped with a microphone, a speaker, and a monitor. The witness stand shall be raised above the level of the well.
The Court Deputy and Court Reporter’s station
The Court Deputy and Court Reporter’s station shall be millwork and have a worksurface. The station will be furnished with task chairs and a mobile ped file(NIC). The station shall have connections for microphones, computers, and equipment. The Court Reporter must be able to see the witness.
Law Clerk
The law clerk shall be able to observe both the judge and witness. The station shall be positioned close to the bench to allow for the transfer of documents between the Judge and Clerk. The law clerk station shall be millwork and have a worksurface. The station shall be furnished with a chair
(NIC) and have connections for a computer.
Bench
The bench shall be millwork and have a worksurface and may have 2 pencil drawers with writing surfaces. The worksurface shall have ample depth and width. The bench shall be furnished with a chair and a mobile bookcase (NIC). The bench shall be equipped with speaker, microphone and data and power connections for a computer and monitor. The bench shall be elevated above all other areas of the courtroom. From the bench the Judge shall be able to observe everyone in the
Courtroom. To the extent possible, the Judge’s entrance shall be at the bench floor level.
Adequate room for sidebars without requiring the judge to leave his area of the bench is a necessity. The design must draw attention and deference to the judge as the natural focal point within the courtroom.
The construction of the front wall of the bench shall include ballistic resistant material. An access door to the restricted corridor solely for the judge shall be located directly behind the bench but not obvious or noticeable to occupants of the courtroom. The judge shall not be visible from the bottom of their robe to the floor. The Ceremonial Courtroom bench shall be designed to accommodate 3 judges for a 3 Judge Panel.
All aspects of the Courtroom shall be designed for accessibility, without means of motorized devices if possible. Accessibility features shall be incorporated without negatively impacting the aesthetics of the Courtroom. The proper design and construction of sound isolation and acoustics in the courtroom are crucial to the success of the Courtroom.

• Power for AV systems shall be on the same phase of power as the rack in the AV Room.
• Controllability of the HVAC systems shall be a critical design feature.
• Wi-Fi infrastructure shall be installed at all spaces including the Courtroom and administrative office spaces.
