About this file

This is a Questions and Answers document addressing vendor inquiries regarding a follow-on (recompete) solicitation for chapel support services at Seymour Johnson Air Force Base in Goldsboro, North Carolina. The requirement covers two positions under Protestant Services: one Religious Education (RE) Coordinator and one Music Director. The current incumbents are Colorado Resource Solutions, Inc. (Music Director Services, Contract FA480925P0118) and Idemma, LLC (Religious Education Service, Contract FA480925P0115). The contract will run for five years total: a 12-month base period plus four 12-month option periods from September 1, 2026, through August 31, 2031, with actual performance anticipated to begin September 16, 2026. A two-week transition period will be provided pending timely award, during which the incoming contractor will have access to existing program materials, continuity files, volunteer rosters, curriculum, attendance records, music libraries, and government-owned resources.

The Protestant RE Coordinator position is estimated at 80-100 hours per month (960-1,200 hours annually), while the Music Director position is estimated at up to 10 hours per week (approximately 480-520 hours annually). Prime contractors may utilize qualified employees and/or subcontractors, subject to Contracting Officer approval. All proposed candidates, including incumbent personnel, must complete a mandatory recorded technical audition demonstrating ability to play standard Protestant worship service parts including traditional hymns and contemporary worship choruses, plus an interview conducted prior to contract award as part of the quotation evaluation process. The government will provide the RE Coordinator with computer equipment and network credentials for administrative and recordkeeping duties. Background checks must be completed within 60 days of contract award, with Line-of-Sight Supervision required until favorable adjudication. All proposals will be evaluated objectively based on best value criteria without preferential treatment toward current service employees, and service contract labor standards will apply.
