About this file

This document is a Change Order Notice from the Illinois Department of Natural Resources (IDNR) for a contract (19ORC4324) with Lake Contracting, Inc. to rehabilitate portions of earthen levees at Carlyle Lake State Fish and Wildlife Area. The IDNR requires a change order to extend the contract termination date from June 30, 2019 to September 30, 2019 due to above average precipitation and severe flooding at the project site that have prevented the completion of the project. The change order is necessary as defined in 30 ILCS 500/1-15.12 and 720 ILCS 5/33E.

The change order is for a three-month extension to the existing contract to allow sufficient time for the project to be completed. The circumstances that necessitated the change order were unforeseeable at the time the contract was executed, and the change is germane to the original contract.

The Illinois Department of Natural Resources (IDNR) requires a change order to a contract (19ORC4324) with Lake Contracting, Inc to extend the contract termination date to September 30, 2019. The Agency requires the change order as defined in 30 ILCS 500/1-15.12 and 720 ILCS 5/33E.

The project to rehabilitate portions of earthen levees at Carlyle Lake State Fish and Wildlife Area has been unable to be completed due to above average precipitation causing severe flooding at the site. Water is not anticipated to recede by the current contract termination date of June 30, 2019. Extending the contract term by three (3) months to September 30, 2019 will allow sufficient time for the project to be completed.

The circumstances were unforeseeable at the time the contract was executed and changes are germane to the original contract.
