About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Human Services (IDHS), Bureau of Accreditation, Licensure, and Certification (BALC). The change order extends the existing contract with Highgate Management Solutions, Inc. for the provision of contractual surveyor services. The contract term runs from July 1, 2026 through December 31, 2026, and utilizes seven contractual resources to conduct licensure and certification surveys of Community Integrated Living Arrangements (CILAs), Community Day Services (CDS), and Community Mental Health Centers (CMHCs) that serve adults with intellectual and developmental disabilities as well as adults with behavioral health needs.
The estimated maximum cost for this change order is $490,232.00. The change order is necessitated by ongoing understaffing within the BALC division, which continues to experience resource constraints while managing a backlog of state-mandated surveys across CILA, CDS, and CMHC sites. The continuation of contractual surveyor services is intended to support IDHS in ensuring the safety and welfare of persons served. Per procurement regulations, this change order notice, which increases the contract cost by more than $25,000, is being posted on the Bulletin/BidBuy for a 14-day public review period.
