About this file

This is a Change Order Notice issued by the Illinois Chief Procurement Office for General Services regarding Amendment to Contract 21-406AGR-FRHRS-P-28062 with the Department of Agriculture for gate parking and admission services at the Illinois State Fair. The change order modifies the existing vendor contract that requires personnel to sell and scan tickets and control traffic ingress and egress during fair operations. The amendment adds provisions for the Department to supply vendor staff with daily parking and admission credentials at no direct cost to the vendor. Expected credentials to be provided include 11 seasonal unrestricted parking passes, 16 seasonal Gate 4/Lot 10 parking passes, 27 seasonal admission booklets, 26 daily parking passes per day, and 26 daily admission passes per day, with final quantities subject to Department discretion and approval.

The total estimated cost of providing these credentials over the five-year contract term is $52,000.00, with the Department absorbing all costs rather than billing the vendor directly. This change order is considered a post-award modification deemed necessary because vendor staff require parking and admission credentials to perform their contracted duties at the fair. The change order exceeds the $25,000 threshold requiring posting on the Bulletin/BidBuy for 14 days. The modification is considered germane to the original contract as signed, as it facilitates the vendor's ability to execute contracted services by ensuring adequate parking availability and proper credentials for vendor personnel operating within the fair grounds.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

thedetails: This is a change order/amendment for the contract with number 21-406AGR-FRHRS-P-28062. This contract

requires the vendor to provide personnel to sell and scan or receive tickets and control the ingress and egress of the traffic during the fair operation. With this amendment, the agency is doing a post-award modification to the contract. With this new amendment/change order, a new section will be added, which states: "To assist Vendor in Providing the services required in this contract, Department will provide to Vendor, at no cost, daily parking and admission credentials for vendor’s staff". The total number of credentials provided will be at the discretion and approval of the Department”. The state will also add another new amendment which states :"While the total number of credentials provided will be at the discretion and approval of the Department, the expected number of credentials to be added is:

• 11 Seasonal Unrestricted Parking

• 16 Seasonal Gate 4/Lot 10 Parking

• 27 Seasonal Admissions booklets

• 26 Daily Parking Passes per day

• 26 Daily Admissions Passes per day".

These amendments are necessary since the vendor's staff is require to have the passes in order to perform the necessary work inside the Illinois State Fair. Since many attendees come to the fair with their vehicle and park inside of the fair, the state wants to ensure that the vendor's staff will have enough room to park their vehicles and have passes in order to work for the state fair. No payment will be made directly to the Vendor under this amendment. Instead, the Department will assume the cost of issuing the required credentials. The total estimated cost of these credentials over the five-year contract term is $52,000.00.
