About this file
This Change Order Notice V.25.1 pertains to a contract extension with the Illinois Department of Human Services (DHS) for the Future of Gas (FOG) workshops program. The primary deliverable involves the procurement of one 66-passenger school bus equipped with a wheelchair lift for the Illinois School for the Deaf (ISD) to transport students throughout the school year for scheduled home visits and school-related events. The specified bus must be either a Thomas Safe-T-Liner conventional bus on a 279" wheelbase or a Blue Bird RE Conventional Bus on a 273" wheelbase, or an equivalent model. The notice was posted on February 5, 2026, with a response deadline of February 20, 2026. This is an administrative action extending the current contract through January 31, 2027, and is not a competitive bid opportunity.
The bus must include comprehensive specifications including an air ride driver seat with twin arms, tilt/telescoping steering wheel, dual air conditioning and heating units, 5 or 6 speed automatic Allison 2500 Series transmission, air suspension, engine block heater, wheelchair lift accommodation for one wheelchair, weather-proof underseat storage, 100-gallon fuel tank, vandal locks on all doors, tinted passenger windows, heavy-duty crossing arm with wind deflectors, "no child left behind" system, standard yellow exterior with white roof, emergency roof hatch, strobe light, tow hooks front and rear, and three camera systems with docking stations including hook-up signals and speed monitoring capabilities. The vendor is responsible for supplying tags and license for the replacement bus. No information regarding set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, award values, budget ranges, bidder conferences, site visits, or evaluation criteria has been provided in the available documentation. Vendor selection has already been completed through a prior procurement process, and this notice reflects an administrative modification to extend the contractual timeline.

| thedetails: The Illinois Commerce Commission intends to amend Contract P-62455 for the Future of Gas (FOG) workshops. An extension is necessary due to the increased complexity of the Commission’s Future of Gas proceeding. Recently, the Commission extended the proceeding deadline from February 2026 to January 2027 to allow sufficient time for comprehensive analysis and refinement of 79 submitted proposals, as well as completion of a critical pathways study. The facilitator, who has played an essential role throughout this process, must remain engaged to support these efforts and assist in preparing the final report. While the scope of work remains unchanged, the extended timeline requires additional time to complete the existing deliverables. |
