About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services in Illinois for Department of Natural Resources (DNR) mining reclamation work. The contractor, Michael Baker, is conducting engineering and design work on fourteen reclamation projects under contract number 27-422DNR-MINES-B-54717. Two of the fourteen projects have encountered additional hazards and unforeseen problems requiring enhanced scope of work. The change order addresses the need to repair an eroded capped mine refuse area, perform seeding of poorly vegetated areas, and correct previously identified contract quantity discrepancies for earth excavation and ripair work. Additionally, the change order rectifies a unit pay error from prior reimbursement at an incorrect rate. Reclamation engineering and design work has commenced across all fourteen projects and must continue with the incumbent contractor to ensure timely design completion.
This change order adds $1,300,000 to the existing contract value of $3,500,000, representing a significant cost increase that triggers the 14-day posting requirement on the Bulletin/BidBuy. The cost increase is attributed to two projects encountering additional site-specific hazards and the initial cost estimates provided by the Arizona Department of Land Quality being inadequate. No additional project sites will be added under this change order. Without approval of this change order, the two affected projects would experience substantial delays, extending the overall reclamation project timeline by multiple years. The change order is considered germane to the original contract scope and addresses circumstances that, while partially unforeseen, are necessary to complete the contracted work.

| thedetails: This change order will add $1,300,000 to the current contract of $3,500,000. This contractor is conducting engineering and design work on fourteen reclamation projects. Two of these projects have resulted in additional hazards and problems that need to be addressed, thus increasing the cost. Also the initial estimate determined by AMLRD was inadequate. Reclamation engineering and design has begun for all 14 projects and needs to continue under this specific contractor until the design is completed. No additional sites will be added to the list of proposed work. If this change order is not approved, these two projects will not be completed in a timely manner and will add additional years to the reclamation project. |
This change order will allow for repair of an eroded area on capped mine refuse and seeding of it and other poorly vegetated areas. The change order will correct contract quantities for Earth Excavation and riprap work which was previously completed and will also correct contract unit pay error when an item was previously reimbursed at the wrong unit rate.
