About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Commerce Commission (ICC) for the Pathway Study contract (Reference No. 27-524ICC-ICCSP-B-53684, Contract P-94363). The change order addresses additional work requirements that have emerged during contract execution, specifically related to expanded stakeholder participation and technical review processes that have generated significantly more feedback than originally anticipated. The vendor is required to perform detailed analysis of hundreds of comments and questions, produce additional methodology materials, develop presentations, and create publicly accessible data formats to support the study's completion.
The ICC is requesting a 5 percent cost increase and a 2-month extension to the contract completion timeline to accommodate the expanded scope of work. The change order was issued on August 28, 2024, and must be posted on the Bulletin/BidBuy for 14 days as required by policy. According to Section 33E-9 of the Criminal Code, the increased costs and timeline extension are justified because the expanded level of stakeholder participation and technical complexity were not reasonably foreseeable at the time of the original contract execution, and the additional work is germane to the original contract scope. The increase reflects substantive additional work requirements rather than routine contract tasks or standard deliverable revisions.
