About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services for the State of Illinois, Department of Transportation (IDOT), regarding the Midwest Fleet Manager contract (BBREFNO: B-53037). The change order extends the contract term from August 1, 2026 through December 31, 2026, providing a six-month extension beyond the current expiration date of July 31, 2026. During this extension period, the vendor shall continue providing fleet management services for the four-state Midwest region comprising Illinois, Michigan, Missouri, and Wisconsin. The vendor's responsibilities include overseeing and coordinating the Midwest High-Speed Rail program, managing the Midwest Next Generation Equipment Pool, and serving as the primary point of communication among IDOT, the participating states, the Federal Railroad Administration (FRA), the Service Operator, and the Midwest States Oversight Body.

The change order increases the contract amount to provide funding for fifteen vendor staff positions to continue performing Fleet Manager services during the six-month extension at the same hourly rates established in the most recent contract renewal. This modification prevents a lapse in services and maintains continuity of fleet management operations across the Midwest region. Per Section 33E-9 of the Criminal Code, the circumstances necessitating this change order extension are germane to the original contract and relate to the ongoing Midwest High-Speed Rail program initiative. The notice was posted on the Bulletin/BidBuy system for the required 14-day review period.
