About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Children and Family Services (DCFS). The change order pertains to a prepaid gift card contract (BB Ref No.: 26-418DCFS-PROCU-B-51510) originally procured to provide cards to foster parents for initial placement of youth to purchase clothing and other necessities, as well as supplies and services for start-up funds during initial intake. The original contract was awarded for a five-year term with an initial dollar amount of $5,000,000.00. The contract term extends through October 13, 2026.

DCFS is requesting an increase of $3,750,000.00 to the current contract to meet expanded funding requirements through the end of the contract term. As of the first quarter of Fiscal Year 2026, DCFS has expended $4,584,152.10 of the original allocation. The increased spending is attributed to underestimated utilization resulting from the Foster Parent Start-Up Fund program (which began May 1, 2024) and the newly enacted Kinship in Demand (KIND) Act, which requires DCFS to support relative caregivers and address home safety issues. The KIND Act mandates the addition of a new $2,000.00 prepaid card denomination to be distributed by caseworker supervisors to families for remedying home safety conditions in relative caregiver homes. Current usage reflects approximately 6,000 youth in care with an estimated 3,500 new children entering care annually. DCFS is actively developing a new procurement to replace this contract but requires the additional funds to bridge operations until the new contract is in place.

thedetails: When this contract was originally procured it was not known how much DCFS would use the services. DCFS is required to provide cards to foster parents for initial placement of youth to purchase clothing and other items of need for the care of the youth. DCFS is also responsible for supplies and services for start-up funds for initial intake of youth in care. DCFS also provides youth in care cards for participation in Department surveys. DCFS is using the contract more than what was determined when DCFS procured the contract. Legislative continues to add new card amounts that DCFS is required to assist foster parents by offsetting the cost of placing youth in care until the foster parent start receiving their monthly stipend. With the new card amounts this has increased the overall spending on this contract.

Kind (Kinship in Demand) Act under House Bill 4781 (HB-4781) was signed into law on February 5, 2025. The bill was effective July 1, 2025. This Act aims to create “kin-first” culture to reduced trauma for children taken into custody by keeping them with family members or familiar adults. This Act impacts over 10,000 children in Illinois. Under the Kinship in Demand (KIND) Act (Public Act 103-1061), DCFS is expressly directed to take a kin-first approach to service delivery and to remove barriers to placing and maintaining children safely with relatives. The Act specifically recognizes that placement barriers may include a lack of resources, “including, but not limited to, concrete goods, safety modifications, and services,” and requires the Department to make diligent efforts to assist relatives in obtaining those resources (20 ILCS 505/5(l-1), as amended).

The Act further authorizes DCFS to reimburse or prepay reasonable expenditures necessary to remedy home safety conditions in relative and certified relative caregiver homes (20 ILCS 505/5(u-6)(1)). These provisions clearly contemplate the provision of physical safety items when required to protect a child’s health and safety and to allow a kinship placement to occur or continue.

DCFS needs to add a new card with a rate of $2,000.00 for a new program that KIND Act/Relative Certification roll out per section 1.2.16 of the contract. $2,000.00 prepaid cards are provided to Caseworker supervisors to give to the families to satisfy this requirement in the KIND Act. Caseworker Supervisors will be authorized give the cards to the families to use the cards and document the purchases based on remedies identified during Safety check done on the relative caregiver home prior to placement

• The original dollar amount was $5,000,000.00 for a 5-year award. DCFS has a total of $4,584,152.10 through first quarter of Fiscal Year 2026. DCFS needs to add $3,750,000.00 to the current contract to have enough money to get through the end of the term of 10/13/2026. This amount is based upon what DCFS has been required to provide for the foster parents to be able to financially support the youth in care that are placed in their home. The new card amount for the KIND Act is also part of this $3,750,000.00. . DCFS is currently working on a new procurement, but DCFS needs to add funds to this contract until a new contract is in place. Based upon the number of youths in care that DCFS has is approximately 6,000 and estimate of 3,500 new children coming into care annually DCFS would need to have extra funds. DCFS is still giving out another card amounts along with the new amount of $2,000.00. Contract was originally created to pilot utilization of cards for Children’s Personal and Physical Maintenance (CPPM) funding since stores would not accept vouchers and it was a financial burden on the family to expend funds and wait on reimbursement. The Pilot allowed us to develop best practices for ordering, card security, distribution, etc. as well as understand the benefits and limits of the program.

• In the Spring of 2024, the General Assembly introduced legislation to fund initial payments when children are first placed with foster parents and prevent the hardship of the foster families waiting months for their board payments to start. Delays are caused in setting up foster families as providers with the IOC and the timing of monthly board runs. The pilot proved to DCFS and the State legislature that policies and programs already in place, if expanded appropriately, could negate the need for legislation. The Foster Parent Start-Up Fund program utilized the existing Group O contract and instantly expanded the utilization of the contract (Spend by FY FY22 $131,418, FY23 $272,636, FY24 $649,028 (Startup Fund program began 5/1/24), FY25 $3,012,858, FY26 $3M est). DCFS anticipated the potential for program growth based on findings of the Pilot but due to the lack of information at the time of the original IFB, ultimately underestimated the cost of future expansion.

• Last Spring, the KIND Act was passed by the GA that created certified homes and for the Department to support/address safety issues to allow for the home to become certified. This is the latest piece and the one that requires a higher denomination card and further increased the utilization of the cards.
