About this file

This document is a Change Order Notice issued by the Chief Procurement Office for General Services for the state of Illinois. The notice details a change order to increase the contract amount for the FY24 EBT Link IV System contract by $17,119,769.29, for a new total contract value of $52,955,206.78. The increase is needed to cover the additional costs associated with the Pandemic Electronic Benefit Services (P-EBT) program, which is a non-traditional food program offered on a year-by-year basis by the federal Food and Nutrition Service agency. While the P-EBT services are germane to the original EBT Link IV System contract, the decision to offer the program this coming year was recent, and the current contract did not have adequate funding to cover the increased payments.

Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

thedetails: Due to the Covid-19 Pandemic, the federal Food and Nutrition Service agency (FNS) implemented the Pandemic Electronic Benefit Services (P-EBT) program. P-EBT is a non-traditional food program and is only offered as-needed on a year by year basis. While the services and work to provide P-EBT is the same and absolutely germane to this contract, P-EBT services do have an increased cost above the usual EBT program payments. Because the decision to provide this program for this coming year was only recently issued by FNS, IDHS does not have the funds available in the current contract to cover these additional payments.

The FIS EBT Link contract needs to be increased by $17,119,769.29, adding to the current contract amount of $35,835,437.49 making the new contract amount $52,955,206.78.
