About this file
This document is a Change Order Notice from the Chief Procurement Office General Services in Illinois regarding the National Airspace Data Interchange Network (NADIN) contract. The change order is needed to install new cell modem equipment due to Verizon's system upgrade from 3G to 4G, which is the primary method for transmitting weather information to the NADIN system. The one-time cost of the equipment upgrade is $21,875.00, and the change is necessary to prevent disruption of critical weather data. The change order is in accordance with Illinois procurement laws requiring notice for contract renegotiations and change orders over $10,000 or 30 days.
The contract is with the Department of Transportation (DOT) and the change order is an amendment to the existing NADIN contract, BBREFNO.: B-19402/21-OIPI-R-83296. The change is considered germane to the original contract as the new equipment is required due to changes in Verizon's network that were not reasonably foreseeable at the time the contract was signed.

Change Order Notice Chief Procurement Office General Services v.20.1
44 Ill. Adm. Code 1.1525(h) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.
This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

Amendment #1 - Installation of new cell modem equipment because of a Verizon system upgrade from 3G to 4G for a one time cost of $21,875.00. This is the main way that weather information is transmitted to the NADIN System from which the Agency is able to access the weather data. Verizon's network upgrade will be occurring at the beginning of 2021. This addendum is needed to procure replacement equipment to prevent the disruption of critical weather information (i.e. system going dark).
