About this file
This document is a Change Order Notice issued by the Chief Procurement Office for General Services for the State of Illinois Department of Transportation (IDOT). The change order increases the existing contract for the pickup and disposal of tires and scrap rubber in IDOT Districts 2, 8, and 9 by $198,000.00. The increase is necessary due to an immediate and unanticipated need for these services, as the volume of scrap rubber and tires collected along roadways has increased dramatically since the contract was initially executed. IDOT is facing potential fines if the scrap rubber is not removed in a timely manner. This change order is intended to address the increased service demand until a new contract can be put in place.
The pricing terms and source of funding for the additional $198,000.00 are not explicitly stated in the document. However, it is noted that IDOT had no way of anticipating the significant increase in scrap rubber and tire collection volumes when the original contract was developed, and that an early contract renewal would still require this change order to address the current service needs.

Change Order Notice Chief Procurement Office for General Services Change Order Notice v.23.1 44 Ill. Adm. Code 1.1525(g) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.
This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

| thedetails: Add $198,000.00 to the existing contract. Theses Districts are in dire need of scrap rubber removal. Not removing scrap rubber can lead to safety issues and fines. |
1. The removal of the tires and scrap rubber is an immediate imperative. We are fast approaching an emergency need for this service. IDOT will soon be facing fines.
2. The need for this service has greatly increased since the contract was executed. IDOT had no way of anticipating how much scrap rubber and tires will be collected and didn’t anticipate the great volume of materials that would need to be removed. Particularly in District 2.
3. If we do an early renewal, I feel that we would still need to eventually do this change order. The need for the services has increased and doing an early renewal would cause IDOT to still run out of money eventually.
4. This IFB was developed based on numbers prior to and during COVID shutdown. Since the return-to-work, the amount of scrap rubber and tires collected along roadway has increased dramatically.
