About this file

This document is a Change Order Notice from the Illinois Department of Human Services (DHS) Office of Business Services (OBS) regarding the procurement of an in-line filtration/ventilation system for a new Allegheny industrial rotary shredder/baler at their 5000 Industrial Avenue facility in Springfield. The original rotary shredder/baler was procured through a competitive bid process, but the in-line filtration/ventilation system was presented as an optional item that was not included in the awarded bid. Due to insufficient existing ventilation to handle the paper dust generated by the new shredder/baler, this small purchase of an in-line filtration/ventilation system needs to be completed prior to installation of the new equipment to ensure proper working conditions and air quality.

The Change Order Notice provides the detailed explanation that the circumstances necessitating the change were not reasonably foreseeable at the time the original contract was signed, and that the change is germane to the original contract. The original contract was awarded through the RFP process, and this Change Order is for a small purchase that will be made separately from the main contract.

ProcurementTitle: CHANGE ORDER NOTICE - IN-LINE FILTRATION VENT SYSTEM
BBREFNO.: B-32839
thedetails: CHANGE ORDER IS FOR THE PURCHASE OF AN IN-LINE FILTRATION/VENTILATION SYSTEM FOR A NEW ALLEGHENY INDUSTRIAL ROTARY SHREDDER/BALER. The Illinois Department of Human Services (DHS) Office of Business Services (OBS) intended to procure an in-line filtration/ventilation system at the time the new Allegheny industrial rotary shredder/baler was procured at 5000 Industrial Avenue in Springfield. The vendor bid (B-26075) the in-line filtration/ventilation system based on the description given for the overall system required, but the only place the vendor could put the in-line filtration/ventilation system in the bid was in the optional line item in BidBuy that called out the in-line filtration/ventilation system. Therefore, the rotary shredder/baler was procured via competitive bid through the RFP process and the in-line filtration/ventilation system was presented as an option that was not included in the awarded bid. There is an existing ventilation system currently utilized at the 5000 building, but it has been determined insufficient to handle the amount of paper dust that will be generated by the new rotary shredder/baler. In order to ensure working conditions and air quality remain at our current operational standards, this small purchase needs to be completed prior to installation of the new rotary shredder/baler.
