About this file

This document is a Change Order Notice issued by the Chief Procurement Office for General Services. It details a change order for a contract related to the aerial application of insecticides to control the invasive spongy moth (Lymantria dispar) across certain areas of the state. The original contract, identified as BBREFNO.: 23-406AGR-NATRE-B-32500, required aerial spraying, but the number of acres needing treatment significantly exceeded initial estimates. As a result, the total costs incurred for the program will exceed the maximum amount of the original contract, necessitating this change order.

The document explains that aerial application needs are based on trapping results and actual moth populations, which can vary drastically from year to year due to factors such as weather conditions and previous control efforts. This unpredictability makes it challenging to accurately plan spray events in advance. In this case, heavy spongy moth populations have required larger spray areas, leading to the need to increase the total contract amount with the aerial applicator.

Change Order Notice Chief Procurement Office for General Services Change Order Notice v.23.1 44 Ill. Adm. Code 1.1525(g) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

ProcurementTitle: Lymantria dispar (spongy moth) Aerial Applications
BBREFNO.: 23-406AGR-NATRE-B-32500
thedetails: The number of acres needed to sprayed to control the spread of the invasive spongy moth greatly exceeded estimates. As such costs incurred for this program will exceed the maximum amount of the contract. Aerial applications needed for the control of this very invasive plant pest are based upon trapping results and actual moth populations for certain areas of the state during a certain time frame. Over the past 12 years, spray application costs have ranged from as little as $0.00 when no applications were deemed necessary and up to as much as $773,000. These populations vary drastically year to year based upon weather conditions, population control success from previous years, etc. As such, planning for spray events in advance proves to be challenging. In this case, heavy populations have caused for the need for larger spray areas and thus a need to change the total amount of the contract with the aerial applicator.
