About this file

This document is a Change Order Notice issued by the Illinois Department of Innovation and Technology (DoIT) for a Professional Fiber Engineering Services contract. The notice states that DoIT is extending the existing emergency contract with Globetrotters Engineering Corporation for a term of 90 days to allow for the completion of several ongoing projects until the competitively procured contract can be executed. The original contract was an Indefinite Quantity contract with an estimated value of $1,000,000.

The notice indicates that the change order is required pursuant to state procurement regulations, which mandate notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or extend the completion time by 30 days or more. The notice provides the justification that the circumstances necessitating the change were not reasonably foreseeable at the time the original contract was signed, and that the change is germane to the original contract.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.
