About this file

This Change Order Notice pertains to the Illinois State Police (ISP), specifically its Division of Forensic Services (DFS) and Division of Criminal Investigation (DCI), regarding an increase to an existing DNA outsourcing contract with Bode. The change order supports the processing of DNA evidence for active investigations, missing persons cases, and cold case work, including Forensic Investigative Genetic Genealogy (FIGG) testing services added to the Cold Case Unit in December 2023. The contract is identified by BB Reference Number 27-493ISP-FOREN-B-54166 and is scheduled to conclude in June 2027. The change order seeks to extend the contract through the existing end date while maintaining service continuity for forensic DNA casework submissions.

The ISP requests a $2,700,000 increase to the DNA outsourcing contract, calculated based on average monthly expenditures through the contract end date of June 2027, covering approximately 10 months of additional spending. The cost increase is attributed to unforeseen staffing shortages within the ISP's forensic analysis capabilities, including unexpected reductions in available forensic scientists and significant challenges in hiring and training qualified personnel. To maintain compliance with statutory deadlines under the Sexual Assault Evidence Submission Act, which mandates analysis of criminal sexual assault DNA within six months, the ISP substantially increased the volume of cases submitted to the contracted vendor. This surge in outsourced casework was not anticipated at the time of original contract execution and directly necessitated the additional funding requirement.

ProcurementTitle: CHANGE ORDER NOTICE - DNA Analysis Outsourcing
BBREFNO.: 27-493ISP-FOREN-B-54166
thedetails: The Illinois State Police (ISP) requests a $2,700,000 increase to the existing DNA outsourcing contract to ensure the Division of Forensic Services (DFS) and the Division of Criminal Investigation (DCI) can continue submitting forensic DNA casework to the contracted vendor, Bode. This contract supports the processing of DNA evidence for active investigations, missing persons cases, and cold case work, including Forensic Investigative Genetic Genealogy (FIGG) testing added for DCI’s Cold Case Unit in December 2023. The $2.7M increase is based on average monthly expenditure based on FY26 spending through the contract end date 06.2027 (10 Months)

After the contract was executed, the Illinois State Police experienced an unexpected reduction in the number of forensic scientists available to conduct this analysis along with significant challenges in hiring and training additional qualified staff. These unforeseen staffing shortages resulted in a substantially higher volume of cases being sent to Bode in order to remain compliant with statutory deadlines, specifically the Sexual Assault Evidence Submission Act which mandates that criminal sexual assault DNA be analyzed within 6 months as well as address the growing backlog. This surge in outsourced casework was not anticipated at the time of contract execution, leading directly to the additional $2.7 million in anticipated prospective expenditures.
