About this file

This document is a Change Order Notice from the State of Illinois Department of Human Services (IDHS) regarding an existing marketing and public relations contract with the vendor Kivvit. IDHS is requesting an additional $2,500,000 in funding to promote the 2020 Census through digital platforms, ethnic media advertising, and targeted marketing to hard-to-count communities. This change order is necessary due to the unforeseen impact of the COVID-19 pandemic on statewide census efforts, which has made census promotion more challenging. The original contract with Kivvit was awarded through a competitive solicitation, and the change order is considered germane to the original contract scope.

The current hourly rate charged by Kivvit is $400 per hour, with all marketing services being delivered at cost without markup. The change order is being issued in accordance with Illinois procurement law and regulations, which require notice of contract renegotiations and changes that increase the cost by more than $10,000 or extend the completion time by 30 days or more. The IDHS believes this change order is necessary and in the best interest of the state to ensure a complete count of all Illinois residents during the 2020 Census.

Change Order Notice Chief Procurement Office General Services v.20.1

44 Ill. Adm. Code 1.1525(h) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

thedetails: IDHS is requesting $2,500,000 in additional funds for Kivvit to promote the Census through multiple digital platforms, targeted ethnic media advertising, and creative content build for marketing to Hard to Count communities. The rapid spread of the coronavirus (COVID-19) is deeply impacting statewide efforts to ensure a complete count during the 2020 Census. The census has begun and only runs for a short period. Kivvit was awarded the contract following a competitive solicitation and to reprocure the same services again would be extremely time consuming and not in the best interest of the State. The vendor charges the State on an hourly rate of $400 per hour and the marketing included in this contract is delivered at cost, without any mark up. The National Emergency that we are all currently navigating was not reasonably foreseeable at the time of the original solicitation and has made Census promotion challenging. The State will need to scale up and adapt Census messaging amid the strict public health guidelines in place now. With Kivvit’s experience in crisis management and public service marketing, IDHS can reach people in their homes and trusted spaces and fulfill its commitment to ensure a complete count of all Illinoisans. The work Kivvit will do is germane to the work under the original contract, the additional funding will be to adjust the message and strategies used to reach the hard to count populations to account for the impact of Covid 19.
