About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Commerce and Economic Opportunity (DCEO) for an existing contract related to Connect IL Implementation Tech Assistance. The change order amends contract P100446, which was originally awarded through an Invitation for Bid (IFB) process. The amendment does not modify the original scope of work or adjust the contract rates; rather, it expands the existing services to accommodate additional requirements mandated by federal policy. No specific response dates, due dates, site visits, or bidders' meetings are referenced in this notice. The contract term and any renewal options are not detailed in this change order document.

The change order is necessitated by a federal Supplemental Deployment Policy Notice (SPDN) released by the National Telecommunications and Information Administration (NTIA) in September 2026, which mandates a second round of subgrantee selection for the Broadband Equity, Access, and Deployment (BEAD) program. The amendment adds funding to support expanded grantee selection in eligible areas for broadband services. The federal government has allocated additional funds to support this expansion. This change order meets the threshold for public posting, as it increases contract costs by more than $25,000, requiring a 14-day posting period on the Bulletin/BidBuy platform pursuant to procurement regulations.

thedetails: DCEO needs to amend contract P100446 (IFB Connect IL Implementation Tech Assistance) to add additional funding required to comply with the federal Supplemental Deployment Policy Notice (SPDN) released by NTIA in September 2026. The SPDN mandates a second round of subgrantee selection for the BEAD program.

This amendment does not change the scope of work nor will it change the rates in the contract; it is an expansion of the same services already provided under the existing contract. The federal government has allocated additional funds to support expanded grantee selection in eligible areas for broadband services.
