About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services in Illinois for the Statewide Independent Living (SILC) program under DHS Human Services Procurement (Reference Number B-53863). The change order addresses transportation activities designed to increase transportation options for marginalized communities, particularly individuals with disabilities. The scope of work includes hosting an annual collaboration meeting between transportation providers, coordinators, and CIL staff; attending and facilitating at least three relational meetings annually; attending statewide transportation sub-committee meetings; and meeting with at least four state legislators each year to discuss transportation barriers affecting individuals with disabilities. This change order will bring the contract total to align with the budgeted amount that should have been established when the initial contract was created for fiscal year 2027.

The increase in contract value results from unspent transportation activity funds allocated in FY26 that are being redirected to FY27 for the same transportation activity purposes. SILC was initially awarded funds in FY26 for transportation activities but did not expend the full allocation. Rather than forfeiting these remaining funds, the agency is requesting a contract increase to utilize them in FY27 as originally intended. This change order notice exceeds the $25,000 threshold and will be posted on the Bulletin/BidBuy for 14 days in accordance with notification requirements for renegotiated contracts and change orders that increase contract costs.
