About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the State of Illinois, Central Management Services (CMS), extending a Joint Purchase Master Contract (JPMC) for oxygen cylinder and tank rentals. The contract extension, identified as BBREFNO 26-416CMS-BOSS4-B-52754, extends the existing JPMC 19-416CMS-BOSS4-P-13265 to September 30, 2026. The original contract term ran from January 15, 2020, to January 14, 2023, with a renewal period from January 15, 2023, to January 14, 2026. The contract was previously extended to April 28, 2026, and subsequently to June 30, 2026, before this further extension to September 30, 2026. The oxygen cylinder and tank rental services are provided to State of Illinois agencies. This change order is not a competitive solicitation, as it represents a contract extension rather than a new procurement opportunity.
The extension was necessitated to allow additional time to complete the solicitation process for a new contract. This change order notice exceeds the $25,000 threshold for posting requirements and is therefore being published on the Bulletin/BidBuy for a 14-day posting period, as mandated by Section 33E-9 of the Criminal Code. The extension demonstrates that the circumstances requiring the change order were not reasonably foreseeable at the time the original contract was signed, or alternatively, that the extension is germane to the original contract terms. No pricing modifications, set-asides, or funding source changes are detailed in this notice.
