About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services (CMS) regarding the extension of Joint Purchase Master Contract (JPMC) 19-416CMS-BOSS4-P-12458 for Lab Supplies, Chemicals & Equipment in Illinois. The contract provides laboratory supplies, chemicals, and equipment on an as-needed basis for governmental units defined in the original agreement. The contract has undergone multiple extensions since its initial term beginning November 22, 2019, with the most recent extension now advancing the contract end date to May 31, 2026. This change order is not a competitive solicitation but rather an administrative extension to allow additional time for CMS to complete the solicitation process for a new replacement contract.
The extension represents a non-competitive action that adds time to the existing contract term without increasing the stated cost threshold that would trigger additional posting requirements. The change order satisfies posting requirements under Section 33E-9 of the Criminal Code, confirming that the circumstances necessitating this extension—the need for continued availability while a new solicitation is conducted—were not reasonably foreseeable at the time of the original contract execution and are germane to the original agreement. This extension ensures continuity of service for governmental entities relying on the JPMC Lab Supplies contract while procurement processes for successor contracts are completed.
