About this file
This is a solicitation change flyer issued by the Pennsylvania Department of Military & Veterans Affairs (DMVA) Division of Procurement and Contracting for the PSSH Bread Products solicitation. The flyer announces an extension of the original bid deadline for fresh bread and bread products to be supplied and delivered to the Pennsylvania Soldiers & Sailors Home in Erie. The new closing date and time is Wednesday, July 22, 2026, at 10:00 AM. The initial contract term is three years with potential renewal for up to two additional one-year terms, subject to written Commonwealth notice prior to expiration. The contract may also be extended for up to 90 days under the same terms at DMVA's discretion. Products must be delivered Monday through Saturday between 8:00 a.m. and 3:30 p.m., within 48 hours of baking, and must meet specified quality standards for appearance, color, flavor, aroma, texture, and freedom from foreign material. All items on Appendix A must remain in stock and readily available throughout the contract duration.
Pricing is subject to Consumer Price Index adjustments on a quarterly basis with at least ten days' notice of any increase. Bidders must submit initial quarterly pricing at bid submission and subsequent quarters by the 10th day of the last month in the quarter or upon request. All products must be new and carry a one-year warranty, delivered FOB Destination within thirty days of the Effective Date. The DMVA reserves the right to award based on lowest cost or to the vendor able to supply all products needed, whichever is most advantageous. Bidders must specify brand and brand code for each item supplied and may not subcontract. Contractors must register in the Commonwealth's Vendor Master file and submit ACH payment information within ten days of award. Payment is made via Commonwealth Purchasing Card within thirty days of receipt of a proper invoice. Bids are submitted electronically through the Commonwealth's SRM system, and the Contracting Officer is Kayla Brill, Purchasing Agent Supervisor.
