About this file

This is a procurement flyer amendment issued by the Pennsylvania Department of Military and Veterans Affairs (DMVA) Division of Procurement and Contracting for sealcoating services at multiple facilities under solicitation number 6100066635. The flyer, designated as Amendment 002, was issued on September 21, 2026, following the original bid opening date of September 9, 2026. The solicitation addresses asphalt patching and repair services, with clarifications provided regarding material specifications and scope definitions. Bidders are required to attach this flyer to their solicitation responses, and failure to do so may result in disqualification. All other original terms, conditions, specifications, and instructions of the solicitation remain in effect unless modified by this or prior flyers.

The amendment provides two key clarifications requested by bidders: (1) asphalt patching specifications, designating standard hotmix asphalt for minor repairs under approximately 5 square feet and full-depth hotmix asphalt replacement for larger or structurally compromised areas; and (2) definition of miscellaneous services, which includes small, incidental sealcoating tasks such as minor surface preparation, touchup crack cleaning, limited edge work, or small handheld tool corrections, all requiring approval by the Maintenance Manager. Bidders are responsible for independently obtaining square footage and scope information by contacting each facility's Maintenance Manager and scheduling their own site visits; the Commonwealth does not provide centralized data for this purpose. No pricing information, contract value, contract term, or evaluation criteria is specified in this amendment document.

Changes: Question 1. Is there a specific “size” or “material” suggested for the asphalt patching or repairs?

Answer 1. Yes. Minor asphalt patching typically uses standard hot‑mix asphalt for small, shallow repairs under about 5 square feet. Major asphalt repairs use full‑depth hot‑mix asphalt replacement suitable for larger or structurally compromised areas.

Question 2. Can you please define what “miscellaneous” services is referring to?

Answer 2. Miscellaneous services include small, incidental sealcoating tasks such as minor surface prep, touch‑up crack cleaning, limited edge work, or small hand‑tool corrections (clean edges or remove debris). These are light‑touch tasks done quickly and only as needed approved by the Maintenance Manager.
