WORK SUMMARY

The project work will involve critical stabilization of the deteriorating Champion Mill by replacing compromised rafters, purlins and roof decking as necessary and reroofing the structure with galvanized corrugated metal. A portion of the structure will be replumbed and stabilized with steel cables and several support posts will be repaired or replaced. And a stone masonry wall will require bracing to prevent further failure.

PROJECT WORK DESCRIPTION

The project work will involve stabilization of the deteriorating Champion Mill by replacing compromised rafters, purlins and roof decking as necessary and reroofing the structure with galvanized corrugated metal. A portion of the structure will be replumbed and stabilized with steel cables and several support posts will be repaired or replaced. And a stone masonry wall will require bracing to prevent further failure.

A structural assessment was completed on the Champion Mill in 2016 to identify the repairs required to stabilize the structure. This project will focus on the “Critical Repairs” recommended in the report.

All repairs will be undertaken in collaboration with a consulting structural engineer with experience in historic building preservation. Wherever the specifications or assessment report disagree with the structural engineer on treatment recommendations, the advice provided by the structural engineer will be adhered to. A copy of the structural assessment report will be provided at the pre-bid meeting.

Please see the attached drawings and photos for additional structural details.

Item 1.0: Mobilization/Demobilization This item includes all costs necessary and incidental to move equipment and supplies onto the project area, perform minimal road improvements, if required, move equipment within the project area during prosecution of the project, and any other requirements necessary for the successful completion of this project per Section 1.0 of the General Bid Specifications 2009. The CONTRACTOR shall also operate and maintain such temporary works and equipment throughout the period of construction. This item also includes all labor, equipment, and costs associated with demobilization and clean-up of the project site following the completion of the project. Applicable temporary works, such as sanitation facilities, shall fully comply with all rules and regulations.

Measurement and payment No measurement for payment shall be made for mobilization and demobilization. Payment of two-thirds of the lump sum price bid for Item 1.0 of the Bid Schedule shall be made with the first monthly progress payment after completion of the work described above for mobilization. Payment of one-third of the lump sum price bid for this task will be made with the progress payment following completion of all work. In the event the price bid for mobilization and demobilization items is greater than 15 percent (15%) of the total contract price, original invoices supporting the mobilization costs will be required before payment is approved.

Remobilization, if required, will be paid in accordance with the General Bid Specifications Section 1.4.4.

Item 2.0: Project Safety, Health, and Environmental Action Plan (SHEAP) The job will involve working around inactive mine features and hazards, and it is the responsibility of the CONTRACTOR to be aware of all OSHA regulations which apply to this contract. This task includes all the contractor’s expenses for employee time, labor, materials, and safety equipment and safety training necessary for preparing and executing a job safety plan. The Successful Bidder will be required to prepare the Project Safety Plan (SHEAP) and submit it for review and approval to the DRMS. The CONTRACTOR is required to develop and implement a Project Safety Plan in conjunction with project implementation. PROJECT MANAGER must receive the Project Safety Plan within five (5) working days of Notice to Proceed date.

The Project Safety Plan must be submitted to:

Craig Bissonnette PO Box 1619 Leadville, CO 80461

FAX (303) 832-8106

craig.bissonnette@state.co.us

At a minimum, the plan MUST provide specific, detailed responses to the following list of safety concerns that are likely to present themselves during the course of Project completion. When developing the Project Safety Plan, please list specific types of equipment to be provided by CONTRACTOR, including subcontractor(s), in order to address the safety concern, or specifically state the actions to be taken by CONTRACTOR, including crew and subcontractor(s) order to address the safety concern.

It is expected that the Project Safety Plan will be comprehensive and sufficiently detailed so that every member of the work crew, including sub-contractors, on site understands their responsibilities and the responsibilities of CONTRACTOR to ensure a safe and injury free work place. The Project Safety Plan must be provided to the work crew members in the language in which they are most readily able to comprehend.

Upon receipt of the SHEAP, the OWNER will either accept the plan, or request that more detail be provided.

The CONTRACTOR and their employees or sub-contractors are expected to follow the SHEAP during performance of every component of the Project. If the PROJECT MANAGER determines that the SHEAP is not being followed, either in whole or in part, the Project may be immediately suspended, without stopping the job clock, until such time as the SHEAP is implemented.

Measurement and Payment There will be no measurement for payment. Payment for this task shall be for the lump sum bid price under Item 2.0 of the Bid Schedule. This lump sum bid will cover all costs for developing and implementing the SHEAP, including writing and revising the plan as required, provisions and maintenance of safety equipment and personnel, conduct of daily safety meetings, employee training, and all other items necessary and incidental to fulfilling the requirements of this task and of the SHEAP. Payment of two-thirds of the lump sum price bid for Item 2.0 shall be made with the first monthly progress payment. Payment of one-third of the lump sum price bid will be made with the progress payment following completion of all work. Payment will only be made upon approval from the PROJECT MANAGER.

The leaning becomes more severe through the structure as the wall runs north. A plumb line dropped from a height of thirty feet (30’) to the floor of Deck 2 fell four feet four inches (4’-4”) from the base of the wall indicating an average lean of 8.22° from the vertical. A measurement taken within the ore bin demonstrated a deviation of three feet eight inches (3’-8”) over fifteen feet (15’); a lean of 13.74° from plumb.

CONTRACTOR shall stabilize and replumb the upper stage of the shed structure. Brace interior walls with three-eighths inch (3/8”) or greater, galvanized steel cables. Where cables attach to the structure, install timber or steel bearing plates to spread the load over a greater surface area to avoid point loading.

Install six inch by six inch (6” x 6”) or two inch by ten inch (2” x 10”) glulam (glue laminated timber) struts at a forty-five degree (45°) angle to wall and floor. Cost of fasteners must be included in the bid price for this task.

Measurement and Payment No measurement for payment shall be made for this task. Payment will be lump sum under Item 3.0 of the Bid Schedule, and will be made upon completion of the specified tasks and approval by the PROJECT MANAGER. CONTRACTOR shall stabilize the retaining wall by covering it with two (2) layers of three-quarter inch (3/4”) plywood and installing eight inch by eight inch (8” x 8”) vertical posts and kickers at forty-five degrees (45°). Four (4) brace sets will be constructed approximately every four feet (4’). A ground anchor will be constructed to secure each kicker in place. Cost of fasteners must be included in the bid price for this task.

Once the retaining wall has been braced, CONTRACTOR will slope the ground surface on the outside of the structure to ensure positive drainage to the west and away from the wall.

Measurement and Payment No measurement for payment shall be made for this task. Payment will be lump sum under Item 6.0 of the Bid Schedule, and will be made upon completion of the specified tasks and approval by the
