About this file

This is a Request for Proposal (RFP) issued by the Connecticut General Assembly's Joint Committee on Legislative Management seeking proposals for the preparation of indices to the Official General Statutes of Connecticut. The project involves composing and producing comprehensive legal indices for the 2027 and 2029 General Statutes revisions as well as the 2028 and 2030 Supplements, including updating existing indices, extracting index entries, preparing electronic pages in PDF format, and delivering multiple database versions (ASCII format, print-image version without coding in Microsoft Word format, and reverse/numeric versions). The scope of work spans from 2026 through 2029, with specific delivery deadlines for each index phase: electronic pages due by December 8 of each respective year, with database files and supporting documentation required within three weeks of page delivery. A mandatory pre-proposal conference or site visit is not specified, though questions may be submitted by April 10, 2026 at noon, with responses published by April 17, 2026 at 5:00 p.m. The proposal submission deadline is April 30, 2026 at 12:00 p.m., with contract execution effective through June 30, 2031. The CGA reserves the right to extend the contract for additional terms not to exceed the original term length through mutual agreement.

Compensation is structured as unit pricing across four separate attachments corresponding to each index preparation project, with respondents required to propose line-item costs for updating and revising existing indices (affecting approximately 1,500 to 2,000 sections per project), extracting and creating indices with electronic pages, and supplying three distinct database versions. All costs including labor, materials, shipping, and transportation must be included in the proposed pricing with no separate reimbursement for travel expenses. Payment terms are net 45 days in arrears for standard contractors or net 25 days for certified small contractors or minority business enterprises. The RFP does not specify set-asides or restrictions for disadvantaged enterprises. Respondents must demonstrate at least five years of experience performing similar work, and for specialized indexing work, the RFP requires that respondents have ten or more years of successful legal indexing experience, have successfully indexed at least five different state codes or statutes of similar size and complexity, and maintain a full-time staff of at least ten legal indexers throughout the contract term. No incumbent vendor information is provided. Liquidated damages are assessed at $500 per calendar day for failure to meet delivery deadlines, and the awarded respondent must guarantee error-free electronic pages and provide corrective action at its own expense, including errata sheets or labels distributed to all users if necessary.

Any other time provided for in the notice shall trump such ten (10) days. Such right to cure period shall be extended if the non-breaching party is satisfied that the breaching party is making a good faith effort to cure but the nature of the breach is such that it cannot be cured within the right to cure period. The notice may include an effective Contract Termination date if the breach is not cured by the stated date and, unless otherwise modified by the non-breaching party in writing prior to the Termination date, no further action shall be required of any party to effect the Termination as of the stated date. If the notice does not set forth an effective Contract Termination date, then the non-breaching party may Terminate the Contract by giving the breaching party no less than twenty four (24) hours' prior written notice.
