Performance of Work Statement (PWS)

1. Scope of Work:

The contractor shall set up, manage and provide 5x10 climate-controlled storage units with 24/7 access. The storage units must be located within a minimum 25-minute commute with a maximum of allowable commute of 35 minutes from the addresses provided in the attachments, ensuring secure and accessible storage facilities for non-government property. Only personnel authorized by the contracting officer will have access to the unit, and authorization must be verified prior to each option year. The contractor shall also provide a GSA-approved lock for the unit, and keys to the lock will only be provided to authorized personnel listed on separate documentation provided to the contractor.

2. Performance Standards:

- Maintain security and surveillance systems at all times.

- Ensure units are clean and in good repair.

- Provide immediate access to storage units upon request in emergent situations

3. Applicable Federal Acquisition Clauses:

- 52.203-3 Gratuities: The contractor is prohibited from offering or giving any gratuities to influence the contract.

- 52.203-6 Restrictions on Subcontractor Sales to the Government: Limits sales to the Government under certain conditions.

- 52.203-12 Limitation on Payments to Influence Certain Federal Transactions: Prohibits payments for influencing federal transactions.

- 52.204-10 Reporting Executive Compensation and First-Tier Subcontract Awards: Requires reporting executive compensation and first-tier subcontract awards.

- 52.209-6 Protecting the Government’s Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment: Ensures the Government's interest is protected when subcontracting.

- 52.217-9 Option to Extend the Term of the Contract: The Government may extend the term of this contract by written notice to the Contractor within the period specified in the Schedule. The preliminary notice does not commit the Government to an extension. An extension of the option period requires funds to be available.

- 52.222-17 Service Contract Labor Standards: The contractor shall comply with the Service Contract Labor Standards, including paying wages and fringe benefits at least equal to those prevailing in the locality, or the rates contained in the predecessor contract, for similar work on similar contracts.

- 52.232-10 Payment in Arrears: Payment for services shall be made in arrears upon the submission of a proper invoice or voucher.

- 52.232-18 Availability of Funds: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.

- 52.232-19 Availability of Funds for the Next Fiscal Year: The Government's obligation for performance under this contract beyond the current fiscal year is contingent upon the availability of appropriated funds from Congress.

- 52.236-10 Operations and Storage Areas: The contractor shall confine all operations to authorized areas on commercial property and hold the government harmless from liability.

- 52.249-4 Termination for Convenience of the Government (Services) (Short Form): The Government may terminate performance of work under this contract in whole or, from time to time, in part if the Contracting Officer determines that a termination is in the Government's interest. The Contractor shall be paid for work performed up to the termination date.

- 52.249-8 Default (Fixed-Price Supply and Service): The Government may terminate the contract for cause if the Contractor fails to perform the services within the specified time or any extension, or fails to comply with other contract terms, and the Contractor will not be paid for incomplete work.

4. Deliverables:

- Monthly security reports.

- Maintenance logs for storage units.

- Incident reports for any security breaches or damages.

- Manage all storage unit rental accounts

- Provide one consolidated invoice for review and payment NLT the 5th of the following month
