About this file

This document is a Request for Proposals (RFP) for the U.S. Coast Guard, specifically detailing airboat specifications for Forces Rio Grande. The solicitation seeks the purchase and delivery of 1-3 airboats with trailers, with the first vessel to be delivered within 45 days of award and subsequent vessels delivered every 30 days. The airboats must be 18-20 feet long, constructed of marine-grade aluminum, capable of operating in 6 inches of water, and able to run for 6 hours at 20 knots in winds under 30 knots.

Key technical requirements include a Marine Levitator MS 70/LSX 7.4L naturally aspirated engine capable of 40 knots, accommodations for 4-5 people, weapons storage, specific lighting configurations, dual marine batteries, and a tandem-axel aluminum trailer. The vessels may be new or used (with strict condition requirements), and will be in subdued colors like green, gray, or brown. The RFP also stipulates factory and field testing requirements, with the Coast Guard having the option to witness testing, and includes a contract option for a multi-day training session within one year of the first vessel's delivery.

The Coast Guard may award to multiple vendors a quantity between 1-3 vessels to ensure timelines are met.

• Vessels will be capable of operating in 6 inches of water, across aquatic vegetation, shorelines, and river banks. The vessel will be able to run for a minimum of 6 hours at 20 knots. Vessel must be capable of operating in winds of less than 30 knots.

• Vessels may be new or used. If used, vessel must be in full operational condition with all systems fully intact and no required repairs or maintenance needed. Purely cosmetic discrepancies from a new vessel are acceptable. Deviations from a new condition that impact operation or maintenance schedule of the vessel are not acceptable. For used vessels, engine hours must be below 500 total hours, with less than 300 hours given precedence.

• Vessels will be capable of holding 4 or 5 people (with gear) each weighing 250lbs along with vessel equipment totaling an additional 75lbs

• Trailers will be suitable for roads that are poorly maintained or not paved, and not require any road permits. Used trailers will be in good condition and free of cracked welds and structural fatigue. All electrical components will be operational and in good condition.

• Vessel will be 18-20 feet in length

• To allow efficiency of spare parts stocking, maintainability and maintenance knowledge, preference a newer model with robust supply and support chain; specifically, the Marine Levitator MS 70/LSX 7.4L engine with a rollover switch..

Hull and Construction An 18-20ft length hull consisting of marine grade aluminum with all joints and seams being welded. The width of the vessel at the top of transom will be between 8-10ft and at the bottom will be 6-8ft. The transom height will be approximately 30in and the vessel will be equipped with cleats and lifting eyes.

The engine stand will be securely affixed to the hull in multiple locations. A smooth polymer or plastic will be securely affixed to the bottom of the hull and extend up and along the sides. The vessel will be equipped with a brushguard and be capable of providing weatherproof storage. Vessels will be trailerable. Vessels will be of subdued color such as green, gray, brown, etc.

Engine And Exhaust System For consistency with existing engines, vessels must be equipped with LSX MS70 7.4L naturally aspirated engine. The engine system will be capable of propelling the vessel at least 40kts at full speed with normal operation speed of approximately 20 knots. All engine and mechanical equipment manuals will be provided in paper and digital form.

Propeller And Reduction Gear Propeller and reduction gear shall be matched to engine to provide performance characteristics listed throughout this document.

Engine Stand, Cage, And Rudders Engine stand will be of corrosion resistant material and securely connected to hull in multiple places.

The vessel will be equipped with a propeller guard. Rudders will be of adequate size and configuration to allow maneuverability at all speeds. Cage stands and rudders will be of similar subdued color as the hull.

Steering Steering for the vessel will be left handed positive push/pull type and configured to allow maneuverability at all speeds.
