About this file
This document is a Questions & Answers bulletin issued by the Maryland Department of Health regarding the CFVPI-0004 grant program, "Reducing Gun Violence in Maryland Through Prevention, Assessment, Intervention, and Response." The grant seeks to fund firearm violence prevention projects and programs utilizing a public health approach to reduce homicide, suicide, and other forms of firearm violence in Maryland. Eligible applicants include non-profit organizations designated by the IRS, government agencies, universities, and national non-profit organizations with a Maryland connection. New organizations and projects are eligible to apply. The application process allows flexibility in project design, with the option to address multiple pillars of prevention, assessment, intervention, and response. Grant monitoring occurs virtually every one to three months for 30-60 minutes, with potential annual in-person site visits lasting one to three hours. Multiple programs within a single university may apply, though only one proposal per organization can be awarded. Local health departments may apply for this funding opportunity as well as separate MDH opportunities based on their capacity.
Staffing flexibility is permitted under the grant, allowing organizations to list required roles in the project narrative without funding all positions through grant funds; unfunded positions may be designated as in-kind contributions. Contractual costs for analytical work, data collection, focus groups, polling, and monitoring and evaluation are allowable expenses. Performance metrics are reported only for grant-funded activities conducted by grant-funded staff. Organizations can serve populations at local, regional, or statewide levels, with selection justified through needs assessment. New organizations may submit projected first-year budgets in lieu of historical financial information. Once complete invoices and deliverables are received, invoices are expected to be processed within 30 days. Partnership and collaboration opportunities are largely voluntary and capacity-dependent, with optional webinar presentations requiring approximately 8-12 hours and additional voluntary meetings requiring approximately one hour several times per year.

Questions & Answers 1
Purpose: To respond to questions asked during the Informational Webinar and via email
● Question 1: what about if the proposal may cover/align with two or even three pillars?
○ Answer 1: There could be overlap between pillars, so choose the pillar that BEST aligns with your project. You can describe the overlap in your description.
● Question 2: Are new projects/organizations are eligible to submit an RFA?
○ Answer 2: Yes
● Question 3: Do all staff listed in 5C need to be reflected in the budget?
○ Answer: No, not all of the roles need to be funded by or included in the budget. All required roles should be described in the staffing and organizational capacity section of the project narrative. All roles may be included in the budget narrative, which could help with clarity. Roles that are not paid from requested grant funds can be labelled “in kind”.
● Question 5: Can there be contractual costs, e.g. for analytical and data collection work like focus groups, polling, or monitoring and evaluation?
○ Yes, contractual costs are allowable. Data collection and analysis are allowable.
● Question 6: Will raw data from the MDH Firearm Violence Data Dashboard be available for projects, and if so, will there be any associated cost?
○ The Firearm Violence Data Dashboard is a self-service data tool that combines multiple data sources in one place. Raw data from the Dashboard are not available. While raw data are not available on the Dashboard due to its granular nature and the need to protect patient privacy. However, users can look for the download icon at the bottom of the dashboard to export the displayed data as an image, PDF, or PowerPoint. Additional questions about data requests and data sources can be submitted to mdh.dataoffice@maryland.gov.
● Question 7: If the staff being reported as in-kind are service providers to the clients- not admin or finance-- do their performance metrics become included in the metrics reports?
○ Only grant-funded activities from grant-funded staff should be reported as metrics.
● Question 8: Can the population served cross county lines? Or is there an expectation to stay in one county?
○ Answer 8: The selected population can be local, regional, or statewide (or a combination). Population selection and data supporting it should be described in the needs justification of your project narrative.
● Question 9: what is the anticipated timeline for quarterly fund release to grantee after the invoice has been accepted?
○ Answer 9: Once a complete invoice and deliverable(s) have been received, invoices are expected to be processed in 30 days.
