About this file
This file is a consolidated Question and Answer (Q&A) document from a federal contracting opportunity regarding Command and Control (C2) system integration on Infantry Squad Vehicles (ISVs). The Government will provide six predetermined B-kit components (details classified as Controlled Unclassified Information and to be released in Phase 2) totaling approximately 40 lbs with a maximum power draw of 580 watts, housed in three 20"x20"x5" shelves and one 17"x7"x12" rack mount. Contractors are responsible for providing A-kit components such as transit cases, brackets, and cables to integrate the Government Furnished Equipment (GFE) B-kit onto ISVs, with alternative modular housing solutions encouraged. The integrated C2 system must be dismountable by two soldiers and operational in a new location within 30 minutes, with seamless software continuity between mounted and dismounted operations; the system must remain operational for a minimum of two hours during dismount using an Uninterruptible Power Supply (UPS) or alternative AC power sources (generator or shore power). The Government will provide three ISVs as GFE, handle all shipping costs, and supply the ISVs shortly after contract award; ISVs feature either 12V 140A/24V 100A (Squad) or 12V 140A/24V 130A (Utility) electrical configurations, with equipment to be mounted in the rear passenger area of the Squad variant and utility bed of the Utility variant without obstructing the front five seats.
Expected transport mechanisms include pLEO, MIMO, TSM, 5G, WiFi, and Mounted Mission Command; the system classification level is SBU + SIPR with additional technical specifications (RF frequency ranges, messaging standards, protocols) to be provided in Phase 2. The phased schedule includes Phase 1 Solution Brief submissions due April 8, 2026, with selections announced April 15; Phase 2 presentations during the week of April 27 with selections by May 8; and Phase 3 submissions due May 15 with selections by May 22, leading to contract award no later than June 5, 2026, and kickoff the week of June 15. The Government anticipates selecting up to five vendors for Phase 2 and up to three vendors for Phase 3, with selection based on quality of submissions. All support during testing (technician, training, and engineering at SME level) will be provided by the Government, and potential follow-on production contracts will be based on prototype success and Low Rate Initial Production (LRIP) outcomes. Teaming arrangements are at offerors' discretion, though the Government's primary requirement is for fully integrated hardware and software solutions rather than software-only proposals.

| With respect to the fifth bullet point, "The C2 systems shall be integrated in such a way that they may be dismounted from the vehicle by two soldiers and set back up in a new location in under 30 minutes." Can the Goverment please expand on this? Does this mean the Government is seeking to take the entire system out of the vehicle and establish in a TOC? Or, is Goverment seeking a dismount system that can talk back to the vehicle without deinstalling the C2 system? | 3 | 3 | 3.1 | Expectation is that the entire system is dismountable and transferrable for establishing a CP/TOC as needed by end users. Entire system should be able to be removed from the vehicle within 30 minutes. | ||

| How many vendors does the Government anticipate selecting for each Phase? | The Government anticipates selecting up to 5 vendors for Phase 2 and up to 3 vendors for Phase 3. The actual number may vary based on the quality of submissions | |||||
| Third paragraph states "The Government intends to evaluate the Solution Brief to determine which proposed solutions have the potential to best meet the Governments needs utilizing the two-part evaluation criteria below." There are three (3) evaluation factors listed. Please confirm that all three factors will be used as evaluation crteria as stated in the third paragraph. | 7 | 7 | 7.1 | Correct; all three factors will be evaluated. | ||
| To meet expectations of dismount, is an uninterruptible power supply (UPS) required for the dismount or remount to ensure system remains up and operational during the process? | Yes, UPS or other power source that would not be interrupted during dismount and transition. Objective requirement is that the C2 system remains operational for minimum of two hours during the dismount process. | |||||
| What RF frequency ranges is the Goverment looking to support and is there a specific data throughput needed? | Details considered to be CUI by the Government will be provided during Phase 2 | |||||

| Is there a requirement for remote access to the radios where an operator needs a remote KDU or speaker system for the in-cab position of the IVS? | 3 | 3 | 3.1 | This is not a threshold requirement. However, such a feature may be viewed favorably as part of a vendor's overall solution. | ||
| Does the Government intend to have communications equipment (child) removed from the B-kit (parent) during dismount, or will the entire B-kit (parent) be removed and set-up in another location in 30min? | 3 | 3 | 3.1 | Intent is for the B-Kit to be removed as a whole; current vision is that the system is one transferrable unit. | ||
| The Call for Solutions emphasizes hardware integration of B-kit components on ISVs. Which specific protocols are essential for this integration? | Integration with Existing Government Systems | Expected transport mechanisms include but not limited to: |
pLEO MiMO
TSM
5G WiFi Mounted Mission Command
| Could more detailed technical specifications of the six B-kit components to be integrated be provided? | Technical Specifications of B-Kit | The Government will specify the B-kit components to be integrated in the ISV during Phase 2. Upon contract award, the B-kit components would be provided as GFE. |
| Regarding the requirement that 'C2 systems shall be integrated in such a way that they may be dismounted from the vehicle by two soldiers and set back up in a new location in under 30 minutes'. Please clarify if the government is looking for physical dismounting solutions, software continuity between mounted/dismounted operations, or both? | Dismounted Operations Requirements | 1. Physical Dismounting: The primary focus is on a physical solution that allows for the rapid relocation of the C2 system away from the vehicle. This enables the command post to remain operational in a static location even if the vehicle needs to move. |
2. Software Continuity: It is expected that the system will provide seamless operational capability. The transition from mounted to dismounted (and vice versa) should not result in a loss of data or functionality.
| The Call mentions the possibility of a follow-on production contract. Can more information be provided regarding the anticipated scale of potential follow-on production and whether the government would consider separate contracts for software and hardware components? | Potential for Follow-On Production | Current scope of follow-on production has not been identified and will be based on the success of the prototype and LRIP |
| If we determine that our best contribution would be as a software provider rather than a hardware integrator, would the government prefer that we submit solely as the software solution, or is is preferred that software providers submit with potential hardware integrators who would be the prime contractors? | Proposal for Software Focus | The Government's primary requirement is for a fully integrated hardware and software solution. Teaming arrangements are at the discretion of the offerors. |

If it is to operate outside the vehicle, can we assume that the off-vehicle battery/power solution is included in the GFE, and that the design of this feature is not within the scope of this project? | Uninterrupted operations of a limited set of equipment during removal is required; off-vehicle power is required and may be included in the solution. UPS + Auxiliary Power, Generator, or Shore-Power input. More specifics will be provided during Phase 2. | |
| What type of support is anticipated during testing (e.g., technician, training, engineering, or all of the above)? | All of the above. SME level of support is requested | |

| Does the government maintain a threshold or objective requirement for the system to be powered from the vehicle? | The threshold requirement for system power is that the integrated C2 system must be continuously operational while on the move. The system does not necessarily need to be powered by the vehicle the entire time. During dismount operations, the system must be able to be powered by alternative AC power sources (shore power, generator, etc.). Desired requirement for the system to be powered by an UPS or battery solution during dismount operations for minimum of 2 hours. |
| Does the government have a threshold or objective requirement for on-the-move operational uptime? | See above response |
| Is the government seeking to integrate existing C2 systems into the ISV or is the Government seeking a vehicle agnostic integrated C2 solution? | The intent is to integrate existing C2 systems onto the ISV in a manner that makes them easy to remove from the vehile as specified in the Call for Solutions required attributes. |
