A. Direct to Production Contract: The Government's preferred approach is to award a FAR-based contract (e.g., Firm-Fixed-Price) for the direct procurement of solutions that are determined to be commercial or near-commercial items and meet the Government's requirements. Companies who propose a solution that can be fielded without a significant development effort will be prioritized.

B. Prototype leading to Production: In the event a proposed solution requires significant development, the Government may award a Prototype Other Transaction Agreement (OTA) under 10 U.S.C. § 4022. Companies should be advised that this OTA will contain the appropriate provisions to allow for a potential non-competitive follow-on production contract or transaction upon successful completion of the prototype.
