In paragraph 9(b) it states that the offer shall be submitted via e‐mail to the PCO, however In paragraph 10.1, it states the Offeror shall provide paper copies of its reporting(s) that documents its ability to provide each of the calculations and meet each of the regulatory test requirements listed within paragraphs 3.1 and 3.2. Please confirm that we can submit copies of our reporting documentation via email as opposed to paper copies.

Per the requirement paragraph 9(b) that offeror shall submit: 6) A completed copy of the representations and certifications at FAR 52.212‐3 (see FAR 52.212‐3(b) for those representations and certifications that the offeror shall complete electronically), does the offeror need to submit via SAMS for part B? or can this be included with the proposal?

The offeror must be registered in SAM. Per the clause, the offeror shall complete only paragraphs (b) of the provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of the provision. The expectation is for a maximum of 25 registered companies annually. This also assumes one company may wish to register more than one user at a given time. CFPB may accept a limitation on the number of registered users allowed for each registered company. We expect 75 concurrent Examiner users to be registered.
Certain calculations on the required list are not typical for residential mortgage lending as a standard feature in commercial applications. Do all calculations need to be available as of the proposal date, or to the extent that full functionality could be provided by the end of an implementation and/or transition period, would that be acceptable?

"Streamlined or adjusted" makes reference to any regulatory requirement(s) and calculation(s) that would need to be changed or amended as result of changes or updates to corresponding laws and regulations. We expect a tool to be flexible enough to be modified to reflect the most current regulatory requirements. The process should include a timeline to implement any regulatory change(s) prior to the effective date of required regulatory compliance.

Off‐hours technical support will be required whenever the system is down and the CFPB is waiting on data from the system. Examples of potential issues include:
‐ Unable to contact servers to get data ‐ Manual submission of data is required due to down servers ‐ Submission, synchronization, timing issues

The expectation is for a maximum of 25 registered companies annually. This also assumes a company may wish to register more than one user at a given time. We are open to having a limitation set for the number of registered users allowed for each registered company. CFPB expects up to 1,500,000 loans to be uploaded via batch annually. Given that estimate, an monthly estimate would be up to 125,000 loans uploaded via batch per month, and 4,110 loans uploaded via batch daily.
12 What are the minimum, average, and maximum expected upload volumes for a single batch?

CFPB expects up to 1,500,000 loans to be uploaded via batch annually. Volumes for a single batch upload may differ widely across companies, from a couple hundred loans to a few hundred thousand loans. An average estimate for a single batch may range from 30,000‐60,000.

13a The drill‐down refers to an Examiner user being able to analyze/modify/update/input individual loan data fields that would influence regulatory test result(s).
Can the CFPB confirm that the Compliance Analysis Tool servers (web servers, application servers, databases, and other servers), can be hosted in the respondents’ data centers or servers in Amazon Web Service (AWS)?
